Facilities Director

Reports to: Vice President for Finance & Administration
Position Type: Full-time, 12-months
Standard Hours: Minimum of 40 to 45 hours/week

Summary:

This important position supervises physical plant operations including all buildings and grounds, utilities, energy management systems and safety/security systems in order to provide a safe, healthy, and comfortable environment for Keuka College students, faculty, staff, and visitors. The individual in this position is responsible for the scheduling and supervision of maintenance and repair activities, contracted services, and custodial services, and ensuring the physical operation of the college meets budgetary and strategic objectives.
The successful candidate will be responsible for assessing and inspecting, maintaining and repairing mechanical, electrical, plumbing, and HVAC systems to ensure optimal operating results. Lead cross-functional project teams managing projects with varying degrees of complexity. The ideal candidate will be a critical thinker with organizational and interpersonal skills to work in a facilities environment. Must be able to work under crisis pressure with shifting priorities and be able to manage effectively under emergency situations. This candidate will also be responsible for compliance with local, state and federal regulations and standards.

Essential Responsibilities:
• Direct, schedule, and oversee external contractors (electricians, plumbers, excavators, roofers, painters, landscapers, etc.).
• Develop, implement, and supervise preventative maintenance and renovation programs for buildings, grounds, mechanical and electrical, plumbing, utility, and aids in safety and security systems.
• Prepare specifications for physical plant projects; estimate costs of equipment, materials, labor, and supplies; prepare bid specifications for projects, equipment, and contracted services; oversee site and building projects performed by outside contractors.
• Plan, document and execute all phases of capital projects to ensure schedule, quality and budget objectives are achieved.
• Coordinate, inspect, evaluate, and supervise the activities of in-house maintenance and contractors including but not limited to; elevator, fire alarm, sprinkler, standpipe, exits and emergency lighting, fire extinguishers, fuels, furniture, commissioning, HVAC electrical, plumbing, construction, state and insurance code audits, etc.
• Ensure the proper disposal of hazardous and controlled wastes in compliance with regulations and guidelines; work directly with outside agencies such as but not limited to OSHA, and local and state health departments.
• Develop specifications for cost-effective campus energy management systems; supervise the operations, maintenance and repair of such systems.
• Serve as the college contact for scheduling utility outages and preventive maintenance. Act as point of contact for after-hours facility calls which sometimes require returning to campus.
• Oversee processing of facility repairs and maintenance through a computerized work order system to ensure timely completion.
• Ensure facility problems are effectively managed in crisis situations as needed.
• Develop and monitors facilities budget.
• Maintain all building department, fire department and Federal, State and local government permits and paperwork as required by all codes, regulations and laws as applicable.
• Oversee College owned vehicles and equipment.
• Maintain a professional and courteous attitude at all times towards co-workers, internal and external customers, representing Keuka College, its programs, policies, and procedures in a positive and professional manner.
• Attend and provide training and meetings to support effectiveness within the position as required.
• Consistently demonstrate high standards of integrity by supporting the Keuka College mission, vision, and values and adhering to institutional policies.
• Maintain a high regard for student privacy in accordance with the FERPA privacy policies and procedures.
• Regular and reliable attendance is expected and required.
• Perform other functions as assigned by management.


Minimum Qualifications:

1. Demonstrated facilities operational leadership skills and experience.
2. Contract management experience.
3. 3+ years' experience in facilities management position.
4. Ability to read and understand complex electrical, mechanical, HVAC, plumbing and building management controls.
5. Strong infrastructure skills and experience.
6. Advanced analytical and problem-solving skills to evaluate business processes and recommend effective solutions.
7. Excellent project management skills.
8. Experience in budget management.
9. Ability to effectively communicate both verbally and in writing
10. Understand and behave with a high level of integrity and complete confidentiality
11. Ability to be sensitive to and respond to the needs/concerns of students, faculty, college staff and the public
12. Ability to work under crisis pressure with a high tolerance for interruptions

Preferred Qualifications:
1. An applicable bachelor's degree is preferred. Equivalent experience and applicable certifications may be considered in lieu of degree.
2. Certifications in Facilities Management such as FMP or CFM is preferred.
3. Long term (over one year) facilities planning.
4. Critical needs assessment.
5. Budget management and development.
6. Experience in power distribution, roof maintenance, elevator maintenance and assessment.
7. Crisis management.
8. Knowledge of Building Codes.
9. Experience in electronic data management systems.

Physical Requirements:
• Some evening and weekend hours will be required.
• Frequent lifting up to 50 lbs.
