Portland Community College (PCC) is seeking a passionate and committed advocate for survivors of gender-based and interpersonal violence to serve as Program Coordinator for a new Campus Outreach and Advocacy project.This project, funded by a Department of Justice/Victims of Crime Act (VOCA) grant, aims to develop a coordinated, college wide response protocol for PCC students who experience gender-based violence. We are seeking a leader with strong collaborative coordination and facilitation skills to partner closely with our advocate stakeholders as well as multiple other departments and services areas college wide. This position is confidential related to Title IX reporting, although other mandatory reporting criteria apply. The successful candidate will be responsible for ensuring completion of defined activities though the grant cycle ending September 2020. PCC serves nearly 75,000 full-time and part-time students across a large and diverse service area. We are committed to a culture which values human diversity and social justice. This project provides an opportunity to greatly enhance our outreach and advocacy efforts in an attempt to provide support and resource referral that will help students successfully complete their educational goals. A demonstrated commitment to culturally responsive and inclusive services - with a strong understanding of the impacts of trauma - is required for this position. This is a Grant (Victims of Crime Act) funded position. Continuation of this position is subject to grant renewal.Specific Job Duties and Responsibilities: 1. Leads, coordinates and provides oversight of day-to-day project activities, including directing
and monitoring the work of professional (full-time Response Lead), student and volunteer staff. Provides training and participates in performance evaluations.

2. Directs an institutional needs assessment and planning process by coordinating an external
consultant review (contract with state Sexual Assault Task Force) and utilizing recommendations to inform a strategic and sustainable system of advocacy and support for survivors of gender-based violence.

3. Creates, implements and manages a comprehensive assessment model that aligns with PCC's
current equitable student success priorities and includes the VOCA grant Common Outcome Measures and other required metrics.

4. Develops a comprehensive marketing and outreach campaign - website, informational handouts,
posters, outreach events, tabling, etc. - with particular emphasis on culturally and linguistically relevant information designed to improve outreach and services for underserved and marginalized populations.

5. Establishes and chairs a district-wide project Advisory Council, comprised of representation from all critical internal and external partners associated with the grant.

6. Expands and strengthens relationships with community partners and relevant agencies to provide seamless support for survivors, including monitoring all sub-agreements (Call to Safety) related to grant activities.

7. Identifies need for and coordinates training/education opportunities for multiple college stakeholders to improve trauma-informed and positive response/advocacy for survivors.

8. Manages all compliance requirements of grant, including: preparation of quarterly and annual progress and financial reports, satisfaction of all required staff training, and maintaining eligibility criteria.

9. Manages the grant budget and coordinates with college Grants Accounting for oversight and reporting.

10. Seeks opportunities and advocates for sustainable college resources for providing advocacy and support services to survivors of gender-based/interpersonal violence.

11. Performs other related duties as assigned.

Candidate Profile

  • Experience working collaboratively and building relationships across lines of race, culture, gender, sexual orientation, age, ability, and class to affect positive climate change and remove systemic inequities.
  • Knowledge of sexual assault and gender-based violence dynamics, providing trauma-informed services, and the neurobiology of trauma, including training and professional experience providing confidential advocacy, safety planning and system navigation.
  • Experience managing grant-funded programs or projects, including compliance and budget oversight.
  • Experience facilitating groups to develop a shared vision, build consensus, plan for implementation, and assess impact.
  • A thorough understanding of, and commitment to, the community college student population and needs based on the college mission.



Minimum QualificationsTo be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).Bachelors degree in Education, Liberal Arts, Multicultural Studies, Womens Studies, Gender Studies, Social Justice, Sociology, Psychology, or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis.Two years of experience in a diverse setting coordinating services or programs, to include one year of experience specific to the population served in the area of assignment.
Salary:
Starting Salary: $47,335 to $50,709 (Step 3); based on qualifications, experience, and internal equity.
