Working Hours: WORKLOAD AND OTHER EMPLOYMENT INFORMATION: Annual on-duty days may range from 195 to 203, spread over 12 months. The standard work week for this position is forty (40) hours with thirty-five (35) hours scheduled for position-specific duties and five (5) hours of collegial governance (i.e., institutional service) and departmental activities. The person selected for this position will be assigned a Faculty Service Area (FSA) in Faculty Director, Disabled Student Programs & Services and will be subject to assignment to any district facility during any hours of operation. Adherence to all District policies and procedures is expected.

POSITION AVAILABLE:
MiraCosta College invites applications for one full-time, faculty director position, beginning in July 2019, assigned to work in the Disabled Students Programs and Services (DSPS) Department and reporting to the Dean of Counseling and Student Development. The successful candidate will be responsible for the oversite, management, planning and implementation of the DSPS program. As well as ensuring quality in the delivery of programs and services to students and compliance with federal and state requirements. The director oversees department and program budgets and supervises assigned staff and faculty. Our department currently consists of faculty members committed to diversity, equity, and inclusion when providing services and teaching. BACKGROUND:
MiraCosta students are diverse in age and represent all of California's major racial/ethnic groups. The credit student population in Spring 2018 was approximately 37% Latinx, 8% Asian/Pacific Islander, 3% Black/African American, 1% American Indian/Alaska Native, and 8% multiracial. Representative Duties:

Duties and responsibilities may include, but are not limited to, the following:

1. Directly manage and coordinate the daily operation of the DSPS program. (E)

2. Provide mandated services and implement relevant state initiatives, ensuring compliance with federal and state Title 5, ADA-504 regulations, and District policy and procedure compliance. (E)

3. Develop and prepare the annual program budget; maintain appropriate records to assure that the program operates within established budget limitations and guidelines; ensure reporting requirements are met. (E)

4. Participate actively in departmental committees, subcommittees, projects, and program review.

5. Develop and maintain collaborative working relationships with instructional, administrative, and student services departments. (E)

6. Serve as a liaison with faculty, counselors, and other college staff in aiding students in making a proper adjustment to the various aspects of college life. (E)

7. Attend regional and state program meetings and conferences. (E)

8. Supervise, evaluate the performance of, and provide leadership and in-service training to assigned staff. (E)

9. Develop policies and procedures necessary to ensure access to college programs for students. (E)

10. Plan and schedule advisory committee meetings.

11. Exhibit proven cultural humility/proficiency skills when working with students from diverse backgrounds (e.g., first-generation, disproportionately impacted students, low-income, non-traditional college students).

12. Maintain an understanding of current ideas, research, and practices pertaining to the areas of responsibility of this position through continued study and participation in professional organizations.

13. Collaborate with colleagues, community partners, and local high schools in programs or initiatives that serve racially and ethnically diverse students.

14. Provide counseling and other counseling related duties as assigned to meet the mission of the department.

15. Participate in the district's and academic senate's participatory governance processes and committees.

16. Work in collaboration with other full-time and associate faculty in coordinating and maintaining currency of curriculum that is culturally responsive to students' needs. (E)

17. Assist in the creation, review, development and evaluation of courses both online and on-ground, certificates, and programs in collaboration with other instructors as appropriate that are culturally responsive to students' needs. (E)

18. Participate in the development, assessment and evaluation of student learning outcomes (SLOs). (E)

Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

1. meet the minimum qualifications for a DSPS counselor or instructor as set forth in Section 53414 (a), (b), (c) or (d) of the California Code of Regulations, Title 5 [see below]; AND

2. have two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:

I. instruction or counseling or both in a higher education program for students with disabilities;

II. administration of a program for students with disabilities in an institution of higher education;
III. teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or

IV. administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities; AND

3. sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and
ethnic backgrounds of community college students.

>SECTION 53414(a)
The minimum qualifications for service as a community college counselor of students with disabilities shall be satisfied by meeting one of the following requirements;

(1) Master's degree in rehabilitation counseling, OR

(2) Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT); and either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a post-secondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, or two years of full-time experience, or the equivalent, in one or more of the following;

(A) Counseling for students with disabilities; OR
(B) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.

>SECTION 53414(b)
The minimum requirements for service as a community college faculty member teaching a credit course in adapted physical education shall be the minimum qualifications for an instructor of credit physical education, and fifteen semester units of upper division or graduate study in adapted physical education. >SECTION 53414(c)
The minimum requirements for service to work with students with speech and language disabilities shall be satisfied by meeting the following requirements:

(1) Possession of a master's degree, or equivalent foreign degree, in speech pathology and audiology, or in communication disorders; AND

(2) Licensure or eligibility for licensure as a speech pathologist or audiologist by the Medical Board of California.

>SECTION 53414(d)
The minimum requirements for service as a community college faculty member to provide credit specialized instruction for students with disabilities shall be satisfied by meeting the following requirements:

(1) Possession of a master's degree, or equivalent foreign degree, in the category of disability, special education, education, psychology, educational psychology, or rehabilitation counseling; AND

(2) Fifteen semester units of upper division or graduate study in the area of disability, to include, but not be limited to:

(A) Learning disabilities;
(B) Developmental disabilities;
(C) Deaf and hearing impaired;
(D) Physical disabilities; or
(E) Adapted computer technology.

>EQUIVALENCY

Desirable Qualifications:
1. At least one year of full-time equivalent leadership experience in the management or administration of educational programs. 2.
