Position Summary
Reporting directly to the Chief Diversity Officer, the Title IX Coordinator serves as the principal institutional official responsible for coordinating compliance with Title IX of the Education Amendments of 1972 (Title IX), the Violence Against Women Reauthorization Act (VAWA), Americans with Disabilities Act/Section 504 of the Rehabilitation Act of 1973 (ADA), and federal and state anti-discrimination laws.

The Title IX Coordinator oversees, coordinates and/or facilitates Middlebury College's (Middlebury) response to reports and complaints of sexual misconduct, domestic and dating violence and misconduct, stalking, harassment, discrimination and related retaliation for all students, faculty, and staff in all Middlebury programs in accordance with Middlebury's policies; identifies and addresses any patterns or systemic problems revealed by such reports and complaints; coordinates and/or oversees, education, training and community outreach efforts related to sexual violence, harassment, discrimination and ADA compliance; develops and implements Middlebury's comprehensive program for compliance with the above laws and related regulations; and ensures the accuracy of institutional data and required reports. The Title IX Coordinator supervises the Deputy Title IX Coordinator, the Title IX/Anti-Discrimination Training, Education & Resource Coordinator, and the ADA Coordinators; has dotted line supervisory oversight over Middlebury's Human Relations Officers and Alternate Human Relations Officers; and works collaboratively with state and federal agencies assigned to review and process harassment, discrimination, sexual misconduct, domestic violence, dating violence and stalking complaints filed against Middlebury.

Responsibilities
Essential Functions

Offer is contingent upon successful completion of a criminal background check.

  • Serves as the institution's designated Title IX Coordinator and Section 504 Coordinator as defined by the Department of Education.
  • Coordinates Middlebury's efforts to comply with Title IX, the Violence Against Women Reauthorization Act, ADA and all applicable federal and state laws that prohibit unlawful discrimination, harassment, sexual misconduct (including sexual assault and inappropriate sexual conduct), domestic violence, dating violence, stalking and related retaliation.
  • Supervises the Deputy Title IX Coordinator, Title IX/Anti-Discrimination Training, Education & Resource Coordinator and the ADA Coordinators and has dotted line supervisory oversight of the Human Relations Officers and Alternate Human Relations Officers.
  • Oversees Middlebury's response protocols and the drafting and implementation of Middlebury's policies and procedures for responding to complaints or reports of harassment, discrimination, sexual misconduct, domestic and dating violence and misconduct, stalking and related retaliation in accordance with applicable laws and identifies and addresses any patterns or systemic problems revealed by such reports or complaints.
  • Serves as the institutional custodian of all Title IX, harassment, discrimination, sexual misconduct (including sexual assault and inappropriate sexual conduct), domestic violence, dating violence, stalking and related retaliation records for internal and external reporting purposes and works collaboratively with the HRO, Deputy Title IX Coordinator, the Training, Education & Resources Coordinator and other departments across the institution to ensure accurate data collection related to these matters.
  • Oversees Middlebury's education and training efforts related to sexual violence, harassment, and discrimination in all Middlebury programs and works collaboratively with the Health and Wellness Office on related prevention efforts. This includes conducting or overseeing anti-harassment/discrimination, sexual misconduct and interpersonal violence training for students, faculty and staff in all Middlebury programs, as needed. Participates in training opportunities for investigators and Human Relations Officers.
  • Oversees, manages and/or conducts the processing of all complaints in accordance with Middlebury's SMDVS and AH/D policies for all students, faculty, staff and third parties in all Middlebury programs and the facilitation of appropriate accommodations and other interim or protective measures (e.g., No Contact Orders, No Trespass Notices, changes in residential and working arrangements, transportation arrangements, accessing support services, facilitating contact with law enforcement or other off-campus resources, and providing written notices of rights and options in accordance with the law).
  • Supervises the Title IX/Anti-Discrimination Training, Education Coordinator and/or the Deputy Title IX Coordinator with regard to the design and implementation of an alternative dispute resolution model in SMDVS and Anti-harassment/Discrimination matters, in accordance with applicable law.
  • Maintains the highest level of confidentiality in all harassment, discrimination, SMDVS, ADA, and related retaliation matters.
  • Works collaboratively with state and federal agencies and counsel to provide information and/or respond to external investigations or litigation related to Middlebury's handling of harassment, discrimination, SMDVS matters.
  • In consultation with Middlebury's legal counsel and other Title IX staff members, monitors legislation to ensure prompt compliance with Title IX, VAWA, the ADA, and federal/state anti-discrimination laws.
  • Provides information regarding sexual assault, domestic and dating violence and stalking data, policies, procedures, prevention, education, and training on an annual basis for inclusion in Middlebury's Annual Security Reports.
  • Maintains awareness of the latest developments and current best practices related to sexual and interpersonal violence prevention.
  • Oversees the Title IX Office budget.

    Qualifications
    Education

    BA Required; JD or Masters in a related field strongly preferred (e.g., criminal justice, higher education administration).

    Knowledge, Skills and Abilities
  • Demonstrated knowledge of and ability to interpret applicable state and federal laws and regulations relating to unlawful harassment, discrimination, sexual violence, ADA, affirmative action, Title IX, and the Violence Against Women Reauthorization Act.
  • Demonstrated ability to collaborate, identify opportunities and take action to build effective cross-departmental relationships to achieve institutional compliance goals.
  • Excellent verbal and written communication, interpersonal, administrative, organizational, planning, and management skills.
  • Ability to oversee and assess the handling of investigations, adjudications and outcomes under Middlebury's harassment, discrimination and sexual and interpersonal and interpersonal violence policies.
  • Ability to work independently and under pressure and handle confidential matters with discretion.
  • Knowledge of the challenges facing students from various underrepresented and marginalized populations (e.g., students with disabilities, students of color, queer, transgender, first-generation, low-income, international, immigrant, undocumented, tribal and indigenous communities)
  • Knowledge of the ways intersecting systems of oppression (e.g., racism, ableism, classism, heterosexism, cissexism, etc.) impact harassment, discrimination and interpersonal violence
  • Ability to provide culturally competent and inclusive support services for students from various underrepresented communities
  • Demonstrated commitment to diversity, inclusion and social justice

    Experience: Minimum of 5 years in a higher education administration setting, with experience in the areas of Title IX, ADA, student affairs, law, employment, and diversity, preferred. Knowledge and experience with restorative practices is preferred
