Director, Marketing & Communications, NIIMBL

PAY GRADE: 32E

CONTEXT OF THE JOB:

The Marketing and Communications Director develops and advances marketing and communications strategies to showcase the initiatives, technology developments, and workforce programs of the National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL). NIIMBL is one of fourteen Manufacturing USA Institutes, which have been established in the last several years to leverage resources and expertise in industry, academia, non-profit organizations, and the government to collaborate and co-invest in manufacturing innovations while accelerating the commercialization of new technologies. The federal government has invested more than one billion dollars in this network of institutes with a co-investment of more than two billion dollars provided by partners from both public and private sectors. The Director of Marketing and Communications will play a key role in driving integrated marketing communications to effectively represent NIIMBL's activities and achievements to local, national and international audiences, including current and potential members, external agencies, news organizations, the Manufacturing USA network, and other relevant stakeholders.

MAJOR RESPONSIBILITIES:

  • Develop, execute and oversee a comprehensive internal and external marketing and communication strategy designed to support NIIMBL educational, research, and community engagement initiatives and activities, taking into consideration institutional image, message, positioning, mission, goals, priorities and accomplishments of the Institute.
  • Develop assets, and identify and activate on strategic communications platforms to tell the Institute's story.
  • Work cooperatively with counterparts within the Manufacturing USA network of institutes, with the Department of Commerce, and the White House on communications materials related to the Institute activities.
  • Serve as a senior communication counselor to the Institute Director and the NIIMBL Leadership team, providing leadership and expertise regarding the Institute's marketing and communications strategies. In such capacity, the individual in this role is expected to perform as practitioner, strategic counsel and key influencer to produce results.
  • Oversee the distribution of national news stories to key outlets, including major daily newspapers, wire services, select periodicals, trade publications, broadcast outlets and network news operations.
  • Supervise exempt staff; motivates, develops, directs and assigns work and special projects for staff; monitors workload and productivity; provides feedback in evaluating performance. Provides assistance in analyzing and resolving complex issues.


MINIMUM QUALIFICATIONS:

  • Bachelor's degree and six years of job-related experience, or equivalent combination of education and experience. Significant job-related experience and degree in communications or relevant business-related practices preferred.
  • Thorough understanding of marketing and communications strategies, tools and practices, with ability to stay apprised of contemporary trends, techniques and technologies to maximize functional effectiveness.
  • Strategic planning skills, applicable to proactive, future-forward project and operational plans, as well as situations that may be reactive and issues-driven.
  • Heightened sense of prioritization and time management to sustain focus and momentum for growth and impact of Communications and Marketing function across the institution
