Director, Academic Budget, Provost's Office

PAY GRADE: 35E

DEADLINE: OPEN UNTIL FILLED

CONTEXT OF THE JOB:

The University of Delaware is a large research institution that is privately chartered, with significant public funding. The University has a $1 billion budget which is transitioning from a Revenue Centered Management model to a new hybrid budget model. The University consists of seven colleges and various central units reporting to the President, Provost and Executive Vice President.

Reporting to the Provost, with a "dotted line" to the Chief Budget Officer, the Director of Academic Budget is responsible for implementing fiscal policy, assisting with allocating funds in accordance with established policies, and managing the budget procedures of the colleges and other academic units including institutes and centers. The Director oversees the fiscal management of the academic areas including short-term and long-term financial analysis and planning. Working with the Budget Office as well as the Associate Provost and Chief of Staff, the Director is the primary liaison with all academic units regarding financial matters and reviews and projects expenditure profiles of all academic units.

The incumbent analyzes comparative allocation and expenditure patterns within the Provost organization including Research Institutes and Centers and develops projections for the instructional budget; works closely with the Provost's Associate Provost and Chief of Staff, Deans, Business Officers and unit business/financial liaisons in developing the annual and long range budget for the Provost organization, preparing a variety of special analyses. In conjunction with the Budget Office, communicates budget information to deans, vice presidents, and directors, and resolves budget problems with units; provides guidance to college business managers and other financial managers to ensure consistency within the academic area. Actively participates in various campus budget committees and working groups; provides leadership and support when centrally-directed implementation of administrative procedures is required; assumes major responsibility for ensuring the appropriate commitment of all funds; monitors expenditures, makes projections and initiates action in concert with academic financial managers to correct budget problems. Along with the budget office, co-supervises at least one budget analyst with budget and finance responsibilities; and performs other duties as assigned. Serves as the key Provost's Office liaison with the Budget Office, College Deans, college business officers, and other academic units' Vice Presidents and Directors.

MAJOR RESPONSIBILITIES:

  • Assist the Office of the Provost, vice presidents, deans, department chairs, and academic administrative personnel with resource management and planning to achieve short and long-term divisional objectives
  • In conjunction with the Budget Office as well as other Provost Office staff, coordinate all aspects of fiscal operations within the Provost organization and Research Institutes and Centers, including State allocations, academic fees and other revenue streams, personnel and operating expenses, instructional capacity, and policy development
  • Work closely with the Budget Office to effectively communicate academic units' budgetary needs for inclusion in the institutional budget process
  • Along with the budget office, co-supervise at least one budget analyst with budget and finance responsibilities, i.e., supervise the budget analyst(s) as "dotted line" report(s)
  • Forecast future academic operational needs and the associated costs, such as new faculty/academic staff personnel, annual rank advancement increases, increases to adjunct faculty/overload pay structures, new department operational expense budgets, etc
  • Provide advice and training to deans, department chairs, and academic administrative personnel in the use of the university's finance systems
  • Recommend operational efficiencies and improvements at all levels of the Provost organization
  • Work with the Associate Provost and Chief of Staff to define financial issues and decisions requiring the Provost's attention, providing the Provost with the information required to drive the decision making process as financial issues arise
  • Act as the primary academic contact regarding the development and maintenance of the budget allocation model
  • Partner with the colleges, academic units and Institutional Research and Effectiveness to develop academic metrics that are used to inform the Provost and other senior leaders regarding resource allocation and budget planning
  • In partnership with the Provost and Budget Office, develop budget communications and presentations to inform academic areas and senior leadership about the budget development and planning process
  • Perform miscellaneous job-related duties as assigned


QUALIFICATIONS:

  • Bachelor's degree with a minimum of nine years related experience, or an equivalent combination of education and experience. Degree in accounting, finance or other related field preferred. Experience in higher education and/or government setting preferred
  • A record of accomplishment as a manager or leader is preferred
  • Evidence of advanced strategic, analytical and critical-thinking skills to resolve intricate problems is critical
  • Knowledge of the principles and practices of budgeting, accounting, financial reports and reporting, preferably as applied to a higher education setting
  • Ability to execute and integrate complex financial analyses and prepare comprehensive budget summaries and projections
  • Skills in examining and re-engineering operations and procedures to implement new strategies
  • Ability to translate data from reports and analytical studies into concise written reports, as well as professional presentations is necessary
  • Effective interpersonal and communication skills. A strong collaborator with the utmost integrity
  • Ability to deal with people in an effective and tactful manner
  • Skill in preparing budgets and forecasting
  • Strong organizational and time management skills to prioritize work of the office in a complex institution under the pressure of competing assignments
  • Must have a flexible work style to manage multiple projects simultaneously in a fast-pasted environment
  • Attention to detail with a high degree of accuracy
  • Ability to exercise good judgment and discretion, especially with regards to sensitive or confidential personnel or organizational matters
  • Proficient computer skills and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel, PowerPoint, Access, and Outlook. Ability to use software tools to present data clearly and concisely
