Director, ADA Compliance

PAY GRADE: 34E

CONTEXT OF THE JOB:

The ADA Compliance Director is responsible for institution-wide compliance of the Americans with Disabilities Act (ADA), Rehabilitation Act of 1973, and other federal or state regulations related to accessibility. In addition, the office provides support, services, and accommodations for members of the University community with disabilities.

The ADA Compliance Director is responsible for ensuring compliance with the Americans with Disabilities Act as amended (2008), Section 504 of the Rehabilitation Act of 1973, and other relevant federal and state laws pertaining to individuals with disabilities. The ADA Compliance Executive Director will provide consultation, guidance, support and delivery of programming and services to UD's faculty, students and staff. This individual will also support the University's and the Office of Equity & Inclusion's mission of furthering campus-wide inclusive excellence.

MAJOR RESPONSIBILITIES:
  • Serve as the University's Section 504 coordinator.
  • Provide guidance and consultation with the University community and Technology Accessibility Specialists to ensure compliance with the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and other federal and state laws regarding equal access for people with disabilities.
  • Work in partnership with various University offices regarding ADA/504 compliance, including but not limited to: Disability Support Services, Human Resources, Deans and Directors, Facilities & Operations, Residence Life, Athletics & Recreation Services, and the Office of General Counsel.
  • Provide prompt resolution of inquiries from University employees and students, as well as the public, regarding compliance with ADA and other applicable federal and state laws relating to discrimination on the basis of disability.
  • In partnership with Disability Support Services, educate, train and guide the University community in understanding disability access, rights, and responsibilities including the dissemination of current policies and information through presentations, trainings, and written publications. Provide leadership and oversight for all disability-related access and programming initiatives for faculty, staff and students.
  • Monitors and coordinates compliance activities and identifying trends, potential areas of compliance vulnerabilities, and risk.
  • Consult and collaborate with Information Technologies (IT), the Office of Communications and Marketing (OCM) and other related areas on electronic and information technology, website accessibility for faculty, students and staff as well as public outreach.
  • Consult and collaborate with Facilities, Real Estate and Auxiliary Services (FREAS) advising on compliance with technical requirements under the ADA guidelines regarding building and facility accessibility and architectural changes.
  • Assist in the planning and coordination of University policies and procedures relating to disabilities compliance
  • Compile and prepare disability-related reports and guidance documents for the President, Office of Equity and Inclusion and other University leaders.
  • Support the implementation of UD policies and procedures related to the legal compliance, equal opportunity, harassment prevention and non-discrimination.
  • Reviews and signs off on reports regarding accessibility compliance.
  • Responsible for delivering reports to the Department of Education Office for Civil Rights and other regulatory institutions in collaboration with the Office of General Counsel.
  • Stay abreast of all current and future federal and state regulations and compliance standards related to accessibility and civil rights.
  • Perform miscellaneous job-related duties as assigned


QUALIFICATIONS:
  • Master's degree in Special Education, Higher Education, Disability Services, Rehabilitation Counseling, Law, or related field, and minimum of eight years' experience working to provide guidance to institutions on compliance with the Americans with Disabilities Act (ADA), Section 504 and related disabilities laws.
  • Juris Doctor or Doctor of Philosophy preferred in addition to four years of recent experience leading an initiative and/or office at a large institution to establish and implement compliance standards.
  • Demonstrated leadership in ADA, Section 504 compliance and the ability to effect institutional change to enhance the experience of people with disabilities.
  • Experience with people who have a broad range of disabilities.
  • Demonstrated organizational, critical thinking and analytical skills
  • Ability to work independently and meet deadlines as well as being a collaborative teammate.
  • Experience with disability compliance in a higher education setting, preferably at a mid to large institution preferred.
  • Demonstrated ability to interact well with people and groups from academically and culturally diverse backgrounds preferred.
  • Demonstrated experience collaborating with architects, civil engineers and/or project managers preferred
