Associate Vice President, Institutional Research and Effectiveness

CONTEXT OF THE JOB:

The Associate Vice President (AVP) for Institutional Research and Effectiveness plays an essential leadership role in the execution and implementation of the strategic plan by defining, developing, and integrating the data needed to guide decision-making. The AVP will work with the Vice President and senior leadership to develop and assess objectives and metrics for the university's academic, financial and operating strategies to further the objectives of the campus strategic plan. The AVP provides strategic direction to the Office of Institutional Research and Effectiveness including the Data Warehouse/Business Intelligence, and the National Study of Instructional Cost and Productivity (the Delaware Study) Teams. Serves as the University's Accreditation Liaison Officer to the Middle States Commission on Higher Education.

MAJOR RESPONSIBILITIES:
  • Provide leadership to the Office of Institutional Research and Effectiveness, which provides a variety of statistical information, and is responsible for supporting executive decision-making and university planning by providing the President, Provost, Senior Administrators and Deans with timely information and data analysis. The office is responsible to:
  • Support the work of decision-makers at all levels within the university by tracking appropriate metrics and providing information and analyses necessary to make data-driven decisions.
  • Envision and lead the procurement and maintenance of state-of-the-art data analytics, reporting and visualization capabilities campus wide.
  • Leads the Data Management Advisory Council to identify data quality issues and recommend institution wide remedies to assure that high quality data is gathered for strategic decision-making.
  • Meet the ongoing planning and evaluation needs of University of Delaware.
  • Evaluate business practices for efficiency, effectiveness and accountability.
  • Ensures that the university meets its statutory and voluntary reporting requirements in an accurate and timely fashion.
  • Pair analysis with decision-making throughout the institution to identify information needed for decisions that are consistent with the university's mission and strategic direction, and to ensure that decision-makers have ready access to that information.
  • Supervise, mentor, and provide guidance and professional development opportunities for Institutional Research and the Data Warehouse/Business Intelligence teams.
  • Utilize data to support the development of innovative programs or services to identify emerging trends and recommending new initiatives to grow the organization.
  • Ensure that the necessary data is provided to drive the university's efforts to increase the diversity of its faculty, staff, and students.
  • Work with other units on campus to guide, design, and conduct research to support academic planning, decision-making, enrollment management, accreditation and program assessment in support of increasing academic excellence and improving student learning outcomes.
  • Establish partnerships with key administrative units on campus including but not limited to Information Technology and Human Resources.
  • Work with other members of the President's and Provost's leadership team to shape the University's approach to integrating and using data from all major units involved in database generation and management, including Admissions, Budget Office, Educational Assessment, Information Technology, and the Registrar's Office.Lead efforts to identify, define, and develop a coordinated response to current and newly emerging needs through integrating data elements and coordinating data owners across the Student, Financial, and Human Resources components of the PeopleSoft ERP.
  • Lead the Data Management Advisory Council to identify data quality issues and recommend to the Data Governance Council institution-wide remedies to assure that high quality data is gathered and available for strategic decision-making. Provide staff support to the Provost's Office on the preparation of the decennial self-study and Periodic Review Reports for the Middle States Commission on Higher Education; support all campus units in on-going Middle States compliance efforts.
  • Maintain an ongoing program of professional development activity that ensures that the Office of Institutional Research and Effectiveness and the Data Warehouse/Business Intelligence Report Team remain abreast of current trends and best practices.
  • Performs other job-related duties as assigned.


QUALIFICATIONS:
  • Master's degree, doctorate preferred, in a relevant discipline and eight years of job-related experience.
  • Evidence of data translation; advanced experience in data management; statistical analyses and predictive modeling. Analyses of short and long-term trends critical to strategic planning, financial decision-making, and reporting to internal and external constituencies.
  • Effective interpersonal and communication skills - both verbal and written.
  • Ability to effectively interact with internal and external constituents of a diverse background.
  • Proven ability to present detailed and complex data in different formats and to different audiences.
  • Advanced proficiency in relevant components of Microsoft Office, including Access and Excel.
  • Ability to investigate and analyze information and to draw conclusions; to apply statistical principles and processes to meet a range of information requirements.
