Position Description:
The Office of the Registrar consists of student information systems management, records and enrollment services, curriculum and catalog administration, transfer and degree evaluations, and transfer articulation units. The office, with its staff of 43 professionals and 11 student assistants, serves the entire campus community and alumni. Office of the Registrar is responsible for the integrity and maintenance of all aspects of the student academic record from the point of admission to the University, progressing through the evaluation of transfer credit, registration, program and enrollment changes, verification of enrollment activity, degree audit, degree posting, diploma preparation, graduation, and transcript production.

Under the general direction of the Registrar, the Communication Specialist leads the development, design, and management of all communications for the Office of the Registrar. The incumbent serves as the communications liaison between various stakeholder groups, primarily between the Office of the Registrar constituencies such as the academic colleges and departments, college advising centers, Mustang Success Center, University Marketing, Academic Affairs, Student Affairs, and internal communications and marketing teams or individuals.

The incumbent is accountable for effectively communicating various initiatives of the Office of the Registrar to the campus in general (particularly to the students, faculty, and staff) and working with various groups in coordination of communications release management. This position will also be responsible for managing the customer relationship management (CRM) system.


Minimum Qualifications (Staff Only):
EDUCATION AND EXPERIENCE: Equivalent to graduation from a four-year college or university and three years of progressively responsible experience in marketing and public relations, or a related field. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.


Required Qualifications:
  1. Working knowledge of and ability to apply standard theories, practices, principles and techniques related to communications in the public affairs, media, and marketing.
  2. Thorough knowledge of and ability to use effectively media outlets including planning media coverage and media publicity campaigns for the university and events.
  3. Ability to build and manage more sophisticated media contacts.
  4. Working knowledge of copyright and other applicable laws pertaining to publications and the media.
  5. Thorough knowledge of web communication techniques, vehicles and formats. Ability to effectively use web technology to achieve communication goals.
  6. Working knowledge of marketing and research techniques and methods. Ability to apply market research to identify communication needs and target audiences.
  7. Ability to apply appropriate statistical techniques and methods to research.
  8. Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
  9. Strong story development, journalistic and technical writing skills, as well as advanced editorial and proof reading skills.
  10. Ability quickly produce clear and concise documents for internal and external publication.
  11. Fundamental knowledge of protocols and institution etiquette related to public relations.
  12. Demonstrated ability to speak professionally to large groups of people in order to relay pertinent information and answer audience questions.
  13. Demonstrated customer service skills, including a high level of diplomacy and professionalism.
  14. Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  15. Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  16. Ability to interpret, communicate and apply policies and procedures.
  17. Strong interpersonal skills and demonstrated success in interacting effectively with a wide scope of people. Ability to serve as a liaison for the department.
  18. Demonstrated success in handling sensitive information with a high degree of confidentiality.
  19. Ability to recommend creative solutions while ensuring compliance with established University policies and procedures.
  20. Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines by applying working knowledge of the organization, programs and priorities; ability to handle a complex, fast-paced work schedule while paying attention to detail.
  21. Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, presentation programs, Internet as well as online calendaring and email.
  22. Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.

Preferred Qualifications:
  • Master's degree in Communications, Journalism, or closely related field.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
  • Experience managing electronic communications projects and/or electronic marketing campaigns.
  • Experience working with a CRM platform.
  • Website management skills.
  • Experience working with HTML and/or and HTML editor, especially Drupal.
  • Experience with Adobe Photoshop, InDesign, Illustrator, and/or other Adobe Creative Suite applications.

Special Conditions:

  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
