Duties and Responsibilities

BASIC FUNCTION :

Perform applied research, technical work of an advanced and independent nature for the Coastal Resources Center's international programs, focusing in one or more of CRC's three theme areas: 1) Safe, local, abundant, and sustainable seafood; 2) Thriving coastal communities; 3) Vibrant, well-managed oceans, coasts, and watersheds. Assume budget and administrative responsibilities for a project/program.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Develop and implement applied research, policy development and technical assistance in coastal management projects that fit within at least two of CRC's theme areas.

Lead annual project/program work plans, oversee annual budget development for ongoing projects, and develop progress, completion, and monitoring & evaluation data and reports to donors and beneficiary organizations.

Manage and forecast expenses and resources within an assigned budget.

Design and help facilitate training efforts, workshops and other capacity-building activities for the project team, beneficiary and collaborating organizations, coastal management practitioners and relevant stakeholders.

Prepare and oversee the production of written materials in a variety of formats (newsletters, journals, books, reports, internet).

Provide responsive support to the CRC International program in the candidate's specific areas of expertise (e.g. coastal planning, fisheries management, IUU fisheries, public private partnerships, value chain engagement).

Identify potential funding streams and lead in proposal development to advance work in an existing project site or new opportunity.

Supervise graduate students, more junior program/technical staff, and selected administrative/fiscal staff specific to the projects/programs.

Write the technical portions of a Personal Services Contract that is effort based or deliverable based, Sub-Contracts with field based experts or organizations

Organize and manage implementation teams, including members working remotely
Understand and implement field project standard operating procedures

OTHER DUTIES AND RESPONSIBILITIES :

Attend meetings and conferences relevant to the projects/programs.

Brief donors on projects/programs progress.

Perform additional duties as required.

LICENSES , TOOLS AND EQUIPMENT :

Personal computers, printers; word processing, statistical software; database, statistical and spreadsheet software. Ability to apply multiple computer applications to projects. Ability to travel up to 25% of the time.
Required Qualifications
REQUIRED :

1. PhD in a natural resources management, marine policy and/or related field with a minimum of two years' combined experience in Ocean spatial planning, Coastal climate adaptation, Food security, Public-private partnerships, and/or Fisheries management, OR, a Master's degree in a natural resources management, marine policy and/or related field with a minimum of four years of combined experience in Ocean spatial planning, Coastal climate adaptation, Food security, Public-private partnerships, and/or Fisheries management.

2. Demonstrated international development assistance experience.

3. Demonstrated ability to identify funding opportunities and develop successful proposals.

4. Demonstrated ability to write and produce documents directed at government, practitioners, researchers, academia, public, foundations, etc.

5. Demonstrated project management skills (including project design, implementation, and budgeting).

6. Demonstrated supervisory experience.

7. Demonstrated ability to organize networks of stakeholders.

8. Demonstrated ability to design research protocols.

9. Demonstrated strong interpersonal and verbal communication skills.

10. Demonstrated proficiency in written communication skills.

11. Demonstrated written and verbal proficiency in French and/or Spanish.

12. Demonstrated ability to work with diverse groups/populations.
Preferred Qualifications
PREFERRED :

1. Demonstrated success in grant writing.

2. Demonstrated proficiency in GIS software (including data creation, data analysis, and map making).

3. Demonstrated international development assistance experience in West Africa and/or Latin America.

4. Demonstrated understanding of donor reporting rules and procedures (including environmental compliance.)
