Position Description:
The Facilities Management and Development (FMD) organization is a unit within the Administration and Finance division and is responsible for the management and development of facilities on the university campus. The Supervising Painter works within the Paint Shop of the Facilities Operations Department of FMD which is responsible for providing quality maintenance and minor repair and renovation services that meet or exceed our customers' expectations. The purpose of the Paint Shop is to provide quality painting, coating and refinishing services to university facilities.

Under general supervision, the Lead Painter works with and is in charge of a small group or crew of skilled journey-level painters and their semi-skilled assistants in the performance of general painting work. The work of the Lead Painter is distinguished from the painter by the additional responsibilities of providing lead work direction, laying out and coordinating the work flow for jobs, preparing material lists, and ordering supplies. The Lead Painter primarily works as a skilled painter but has ancillary lead work and project planning responsibilities.

DUTIES AND RESPONSIBILITIES:

The following examples illustrate typical work activities and are not meant to be all inclusive or restrictive:



ESSENTIAL JOB FUNCTIONS Daily 90%

  • Lay out, direct and assist with the full range of skilled painting work.

  • Supervise and instruct a small group or crew of painters and assistants, and provide them with work instructions.

  • Instruct others in safety rules and ensure that they are observed.

  • Select and prepare lists of materials for jobs.

  • Maintain stock and the availability of required materials and equipment.

  • Inspect paint jobs to ensure they meet quality requirements and specifications.

  • Supervise the maintenance of the paint shop.

  • Provide on-the-job training to less skilled workers in trade and safety practices.

  • Perform all work in accordance with established safety procedures.

  • Maintain records, retrieve data and prepare standard reports related to work performed using manual and/or computerized record-keeping systems, and/or maintenance management systems.

  • Coordinate and work with other trades workers and provide instruction and lead work direction to unskilled and semi-skilled assistants.

  • Responsible for the full range of skilled painter work including preparing surfaces for painting and finishing; applying under coats and finish coats using the full range of application methods including brush, roll, spray and electro-static spray; hanging paper; mixing and matching paints and finishes; performing sand and water blasting; erecting scaffolding and/or hanging rigging from electronic staging for painting projects; painting signs and parking lot/roadway markings; advising in the selection and storage of painting materials; and maintain a safe and clean work environment.



    OTHER JOB FUNCTIONS As Needed 10%

  • Attend training and maintain skill currency as appropriate to safely and effectively complete assignments.


  • Minimum Qualifications (Staff Only):
    Any combination of progressively responsible training and experience which demonstrates achievement of journey-level skills equivalent to that acquired through completion of a standard painter's apprenticeship program AND one year of experience as a journey-level painter that included work coordination responsibilities.


    Required Qualifications:
  • Working knowledge of effective supervisory practices and techniques including the ability to lead, instruct and coordinate the work of a small group or crew of skilled and semi-skilled workers.
  • Ability to accurately estimate and prepare costs, supplies and materials needed for jobs.
  • Ability to ensure work is performed in sequence.
  • Working knowledge of the methods, materials, tools and equipment used in the painting trade as well as knowledge of applicable state and federal building and safety codes and regulations.
  • Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.
  • Ability to effectively and accurately maintain records, retrieve data and prepare standard reports using manual and/or computerized record-keeping systems.
  • Demonstrated ability to read, interpret, and work from blueprints, plans, drawings and specifications, and make rough sketches.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, online systems, and internet as well as online calendaring and email.
  • Demonstrated ability to maintain a high degree of confidentiality.
  • Ability to analyze and respond appropriately to emergency situations.
  • Thorough knowledge of English grammar, spelling and punctuation and the ability to read, write and perform arithmetic functions at a level appropriate to the position.
  • Ability to interact and communicate in an effective and dependable manner, as well as establish and maintain cooperative working relationships with clientele such as students, staff, faculty and co-workers.
  • Demonstrated ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to demonstrate professionalism in entering occupied areas including student residential halls, faculty and staff offices and other university space.

  • Preferred Qualifications:
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

  • Special Conditions:
  • Ability to work on and climb ladders and stairs, work in confined and high places such as scaffolding, carry up to 45 lbs. and squat, kneel and crawl.
  • Ability to manipulate parts and tools of the painting trade safely.
  • Ability to distinguish color and depth.
  • Ability to work in a bucket truck or other high lift equipment.
  • Ability to work with hazardous materials such as paint thinners, lead and asbestos.
  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
  • The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • Must be able to successfully pass a pre-employment background check.
  • This position classification has been defined as "Non Exempt" and is therefore subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
  • *Non-statutory supervisor/lead as defined by the Higher Education Employer-Employee Relations Act (HEERA).
