Job Summary:
Portland Community College is looking for a dynamic manager to lead the Occupational Skills Training team of academic professionals and administrative staff. Occupational Skills Training is a customizable, credit-based program that offers hands-on, work based learning at employer sites across the Northwest. The program offers worker retraining options for injured workers, Veterans, and others seeking a new career and non-traditional learning environment. The Manager will be critical in developing and maintaining new partnerships, especially in the Vocational Rehabilitation community. The Manager will also help oversee budgets, contracts, and program assessment and review. The position requires a high degree of collaboration within and outside of the organization, and dedication to serving diverse students and employer partners.

PCC Benefits

Responsibilities/Duties:
Typical Job Duties and Responsibilities

- Developing and negotiating agreements and contracts with training sites and for third party payments for tuition and fees for targeted populations of students, including Vocational Rehabilitation and Veteran students;
- Supervising and approving contracted trainings;
- Marketing and developing new programs, short-term classes, workshops, and seminars for the insurance and rehabilitation industry;
- Maintaining a client caseload.
- Supervising academic professionals, paraprofessionals, technical/support, and/or classified staff.
- Monitoring and tracking of multiple program budgets and funding streams; approving and allocating expenditures.
- Participates in the development, planning, and implementing of goals, objectives, strategies, policies, and procedures for the program;
- Analyzing data and assessing needs and opportunities;
- Develops, recommends, and administers policies, procedures and processes in support of departmental operations;
- Implements and monitors compliance with approved policies, procedures, and processes;
- Advises students, faculty, and staff on a variety of issues related to assigned programmatic areas.
- Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and to represent the District on local, state, and national committees, advocacy groups, and partner agencies.

Bachelor's Degree Education, Adult Education, a Social Science disciplines or related area (relevant experience may substitute for the degree requirement on a year-for-year basis).

Three years of progressively responsible experience related to area of assignment, including two years of lead or supervisory experience (successful completion of PCC LEAD Academy or a comparable external leadership training program may substitute for up to 6 months of lead or supervisory experience).


Occasional travel will be required. A successful candidate must have a valid driver's license upon hire.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
