Position Summary
The Post Award Analyst takes a leading role administering a portfolio of externally funded awards (grants, cooperative agreements, and contracts) in compliance with applicable award and sponsor-specific guidelines, federal regulations, and institutional policies and procedures. Working closely with administrative colleagues and faculty across Middlebury, the Analyst is responsible for the timely and accurate financial reporting and billing of project activities as well as reconciliation of grants and contracts. The analyst evaluates post award activities and issues, and provides guidance to colleagues by reviewing and applying the most appropriate Federal, sponsor and/or institutional policy. The Analyst will also proactively develop and provide outreach and education about award management, policy interpretation, cost share, and other post-award concerns as needed.

Essential Functions
Offer of employment is contingent upon successful completion of a criminal background check.
Administer and effectively manage a varied portfolio of external awards. Maintain expertise on complex and evolving sponsor guidelines, federal regulations, Middlebury policy and business processes, and interpret, apply, and communicate each appropriately to ensure all administration actions are in compliance with the applicable regulations.
Independently assess expense transactions and cost transfers for allowability and appropriateness and approve per institutional policies and processes. Prepare, approve, and process rebudget requests. Analyze complex award-specific cost share commitments and actuals to ensure requirements are met. Collaborate with principal investigators and administrative colleagues to draft and submit communications to sponsors.
Prepare financial reports for a varied portfolio of external awards. Ensure financial reports are accurate and in the appropriate format and frequency to maintain compliance with sponsor requirements.
During the report preparation process, review expenditures for compliance with federal cost principles, institutional policy, and sponsor-specific regulations, and analyze complex cost share requirements and actuals, facilities and administrative costs, and accounts receivable activity, among other things.
Coordinate with the Controller's office to ensure timely invoicing and collections of receivables.
In concert with sponsor requirements and Middlebury policy, ensure timely closeout or "hard closing" of sponsored projects within Middlebury's financial system.
Advise principal investigators and administrative staff on interpretation and implementation of institutional, federal, and award­specific policies, procedures, and regulations. Independently assess and take actions on varied internal and external requests and come up with appropriate action to satisfy such requests.
In collaboration with grants colleagues, develop and provide training and support to principal investigators and administrative staff.
Remain current on, and demonstrate strong understanding of, federal regulations and inform policy and practice on subrecipient monitoring to ensure institutional compliance with 2 CFR 200 subrecipient monitoring requirements. Independently review and approve invoices from subrecipients for compliance with individual subrecipient agreements and applicable policy.
Seek professional development in the form of appropriate courses, seminars and independent learning to accomplish the essential duties of this position and remain informed about best practices in accounting and research administration.

Education
A Bachelor's degree from an accredited four-year university or college is required.

Knowledge, Skills and Abilities
Accounting Skills and Knowledge: knowledge of Fund Accounting; general knowledge of laws and federal regulations concerning the administration of grants, contracts, and other funded projects; and an ability to interpret and implement laws and regulations.
Knowledge of Office of Management and Budget circulars pertaining to the administration of government grants, contracts, and other funded projects.
Knowledge of computer systems and software including Microsoft Excel, Microsoft Word and accounting software
Excellent customer service, as well as written and oral communication skills.
Ability to handle a great amount of detailed information with accuracy and speed.
Willingness and ability to adapt to changing technology and systems.

Experience
At least three years of professional experience with financial reporting and analysis is required.
Experience in research administration and/or public accounting and/or accounting for grants, contracts, and other funded projects is preferred.

Physical Demands
