Job Summary

Full-time position - Colville/Kettle Falls area
Potential Temporary opportunities - Stevens and Ferry Counties
(Temporary positions are not benefit eligible)


EWU Early Head Start Parent-Child Educators (PCEs) are early childhood home visitors who help parents prepare their child for Success in School and in life by engaging and equipping parents in their roles as primary nurturer, most influential teacher and child advocate.
They accomplish this work by developing and maintaining authentic and respectful helping relationships with parents and children and by guiding individualized, home-based comprehensive child health and developmental learning experiences.


Their work is guided, resourced and supported by a well-managed, community oriented, relationship-based university organization that provides effective supervision and content support in child development, infant mental health, health, nutrition, family and community services and other program operations.


Ninety-minute home visits are scheduled on a weekly basis, year round. Caseloads per PCE include 10 to 12 infants, toddlers and pregnant women.


In addition, each PCE organizes and facilitates a minimum of 2 socialization experiences each month.


While PCEs are the primary service provider for the home-based EHS program option, they work collaboratively with parents, other EHS staff, volunteers, community partners and other providers to plan and implement the full range of EHS services.


Key Responsibilities:


1. Effectively plan, implement and document weekly home-based EHS services to assure the delivery and coordination of comprehensive and integrated services


2. Recruit and enroll eligible children, pregnant women and their families for the EWU EHS program


3. Plan, implement and document effective socialization experiences twice a month for pregnant women, infants and toddlers


4. Document services in an accurate and timely manner in accordance with program systems, policies and practices
5. Actively participate in supervision, professional development and training, and multi-disciplinary meetings and consultations


All work must be completed in compliance with federal, state, local and university statutes, regulations, policies and practices to assure consistent, high quality services for pregnant women, infants and toddlers.


PCE's are expected to work effectively with other EWU EHS staff, supervisors and community providers, including volunteers to provide the comprehensive set of EHS services to children and families

Conditions of Employment

EWU Early Head Start provides services in family homes located throughout Stevens, Northern Ferry, and Pend Oreille counties. Home visitors work from regional hubs located in Colville, Newport, and Valley. Position works in EWU offices located in a central location.


The pool created by this position will be used to fill any other EWU EHS PCE positions that open while the pool remains viable.


This position requires services be delivered in the homes of program families, many of whom are located in unincorporated areas.


Position requires use of a personal vehicle when performing job duties; proof of insurance and a valid driver's license are required for this position; mileage for use of personal vehicle for completion of job duties will be reimbursed at the approved state rates.


Other Requirements:
1.Infant/Toddler CPR and First Aid Certificate (within 30 days after hire)
2.TB Test (within one year prior to hire)
3.Staff Health Exam (prior to hire)
4.Valid Washington State Driver's License and private automotive insurance (prior to hire)
5.Food Handler's Permit (prior to hire)
6.HIV/Blood Borne Pathogens Training (prior to hire)
7.Personal vehicle for local travel
8.Provide 3 Personal and 3 Professional References (prior to hire)
9.Criminal Background Declarations (prior to hire)
10.Pass all Background Checks as required by 45 CFR Part 1302.90, including state criminal history records fingerprint checks (prior to hire) , sex offender registry check (prior to hire), FBI criminal history register finger print check (within 90 days of hire) and child abuse and neglect state registry check (within 90 days of hire). Employee must also pass all 4 criminal background checks at least every five years.


This position, during the course of university employment will be involved in the receipt or, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. Successful applicant will be required to pass a background check for continued employment.

Qualifications Required:


Home visitors must have knowledge and experience in:
o child development and early childhood education;
o the principles of child health, safety, and nutrition;
o adult learning principles;
o and family dynamics.


They must be skilled in communicating with and motivating people.


In addition, they must have knowledge of community resources and the skills to link families with appropriate agencies and services.


Successful candidate must demonstrate strong written and verbal communication skills and should have experience with Word, Internet Explorer and e-mail.


Additional Requirements Include:


1. A minimum of 1 year work or volunteer experience working with very young children and their families in a human service setting.


2. A minimum of a GED or high school diploma.


Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.




Preferred Qualifications:

Qualifications Strongly Preferred:


1. An AA, BA or advanced degree in child development, education, social sciences or in a related field of study. Transcripts and course descriptions must be submitted with the application

2. A CDA in home visiting or infant/toddler care (copy of CDA must be submitted with the application)
OR
3. A 1 year ECE certificate (birth to 5) (copy of certificate must be submitted with the application along with unofficial transcripts)


Additional Qualifications Preferred:


1. Work experience in Early Head Start or Head Start; with special preference given for those with home visit experience


2. Past or present Head Start and Early Head Start parents are especially encouraged to apply


3. Work or volunteer services experience in Ferry, Stevens or Pend Oreille counties
