Limited Term Researcher

CONTEXT OF THE JOB:

DE STARS

The Department of Human Development and Family Sciences (HDFS) within the College of Education and Human Development is a diversified Department with undergraduate and graduate programs that require a close working relationship with the State of Delaware, Federal Agencies, local school systems, and numerous Health and Service agencies.

The Department houses the Delaware Institute for Excellence in Early Childhood (DIEEC), supporting the workforce and programming services for children aged six weeks to twelve years of age in early care and education through the translation of evidence-based practices to community-based settings as well as the generation of new knowledge via applied research. Within the DIEEC, Delaware Stars for Early Success is a state-funded program designed to increase the quality of early care and education throughout the state of Delaware. Delaware Stars provides technical assistance, grants, and professional development supports to family child care and center-based child care programs throughout the state.

The Limited Term Researcher works under the general direction of the Director of Delaware Stars. The Limited Term Researcher will direct and lead the research and evaluation processes of the Delaware Stars for Early Success program and will guide the internal research and evaluation efforts for Delaware Stars. The Limited Term Researcher supervises full time exempt employees, exempt contract employees, and oversees the supervision of graduate and undergraduate students.

This position is a full-time grant-funded position.

MAJOR RESPONSIBILITIES:
  • Administer the day-to-day operations of the internal research and evaluation functions of Delaware Stars and direct all internal research activities for the Delaware Stars program
  • Synthesizes database information to inform program progress
  • Designs and implements internal research studies
  • Oversee the hiring, training, and evaluation of project staff
  • Supervise staff and conduct meetings with project teams
  • Collaborate closely with Delaware Department of Education, Office of Child Care Licensing, and other state partners
  • Provides general oversight of the Stars database including making recommendations for modification to meet the growing needs of the program. Uses database information for analysis for reporting
  • Uses Microsoft Excel and SPSS to track progress and conduct analyses for required Delaware Stars evaluation and accountability reports
  • Supervise preparation of reports and maintenance of records to meet all requirements of funding source
  • Conduct long range program planning and development for Delaware Stars data and evaluation efforts (long-term planning for staff, maintaining reliability, etc.)
  • Act as a liaison to state, local, university, nonprofit and private agencies and organizations to build relationships that expand our influence, visibility, and participation in the state and local community
  • Perform other job-relation duties as assigned.

QUALIFICATIONS:
  • Minimum of Master's degree required, Doctoral degree preferred.
  • Advanced knowledge in early childhood development, early care and education programs, and recommended practices for early care and education.
  • Proficiency with statistical software and data analysis.
  • Proficiency with program evaluation, research design, and project implementation.
  • Management and supervising experience.
  • Must be detail oriented, proficient in Microsoft Office word processing and database software.
  • Effective oral and written communication skills.
  • Ability to interact with a wide range of constituents.
