General Summary:
This position acts as the focal point for emergency operation and training coordination at CCAC. Develops, analyzes, organizes, implements, assesses and continually improves a comprehensive emergency management program involving complex and hazardous situations created in an intensive, dynamic education and community growth environment. Additionally, administer and supervise all activities of North Campus and West Hills Center security and safety operations to safeguard students, faculty, staff, College assets and facilities. The position will coordinate with campus directors of safety and security, risk management and other departments, as appropriate.

Campus: North Campus

Days and Hours (for hourly position):
North Campus, with travel to West Hills Center and other campus and center locations required. Flexible hours, as determined by supervisor that may include occasional weekends, holidays and special events.

Job Specifications:
Bachelor's degree required, Master's Degree preferred in a related field or training and work experience that equates to an advanced degree. Must have substantial experience in emergency planning and management practices, to include risk assessment, response planning and development of comprehensive response protocols for a broad spectrum of emergencies. Preferred qualifications include Certified Emergency Manager (CEM) or required to complete, within six months of hire, ICS 100, 200, 300, 400, 700 and 800. A minimum of seven (7) years law enforcement experience with security and safety. Must have a current and valid driver's license; licensed to carry a firearm or obtain one within 90 days of being hired; and pass a pre-employment physical, drug screening (annual thereafter), and psychological test. Must have successfully completed a basic police training course in conformity with current law: PA ACT 120. CPR/AED certification required within first day of employment.

Job Duties:
1. Develops, assesses, revises and maintains the Campus Emergency Operations Plan (EOP).
2. Provides guidance, training and assistance to the college in developing all campus EOPs and assures compliance of plan with regulatory requirements.
3. Provides strategic planning for college-wide emergency management and the coordination of college plans with broader regional emergency frameworks as needed including the Red Cross, Federal Emergency Management Agency (FEMA) and Federal Office of Homeland Security.
4. Designs, plans and conducts periodic college-wide emergency management exercises, identifying target groups for participation.
5. Stays informed with current and upcoming legislation, laws and requirements for the college regarding emergency management and emergency preparedness.
6. Administers the Campus security contract and other related contracts.
7. Maintains and reports appropriate security and safety statistics in compliance with federal laws.
8. Assists in enforcing the Student Code of Conduct acting as the lead internal investigator.
9. Carries, maintains and qualifies with a concealed firearm in a manner specified by the College.
10. Participates as a member of the campus Crisis Management Committee, Safety Committee, BIT committee and Education Team committee and appropriate college-wide committee membership.
11. Monitors traffic and parking violations including issuing warnings and maintaining appropriate documentation.
12. Establishes and maintains partnerships with appropriate local, state and federal law enforcement / safety officials.
13. Conducts fire and other emergency drills that include tabletop crisis exercises.
14. Maintains a data base of key and access card holders, applying appropriate security measures.
15. Assists in the preparation and management of the campus capital and operating budgets related to and for the office of safety and security, including college-wide emergency management fiscal needs.
16. Maintains driver's license database and completes clean system requirement for planned drivers.
17. Reports, documents and follow-ups on all insurance (accident, theft) related claims for Campus personnel, students and visitors.
18. Performs other related duties as required or assigned.
