MiraCosta Community College District in coastal, north San Diego County, California, invites applications for the position of Vice President of Instructional Services (Chief Instructional Officer) to begin July 1, 2017. The position is open until filled. The submission deadline for the first screening of applications is Wednesday, February 1, 2017.

THE POSITION

Under the general direction of the Superintendent/President, the Vice President will be responsible for the effective delivery of instructional services and support to ensure student success efforts; administering curriculum (credit, noncredit, and not-for-credit); coordinating effective enrollment management practices; promoting workforce development of North County through career technical education and training; assuring compliance with state and federal regulations; overseeing academic/administrative computing services; directing the development of the college catalog/schedule; promoting transfer/articulation, basic skills, and career and technical education; working cooperatively with the Superintendent/President and Vice Presidents in the delivery of executive leadership of the district and collegially with internal/external constituents.

Employees and offices accountable to the Vice President include six instructional deans, two associate deans, seven classified staff members, and one faculty articulation officer.

Representative Duties:
REPRESENTATIVE DUTIES

1. Provide leadership in hiring, reemploying, and evaluating administrators, faculty and classified staff within the framework of equal employment opportunity and Title IX. (E)

2. Provide leadership and direct supervision for staff and administrators in the Office of Instruction. (E)

3. Plan, develop, coordinate, and evaluate the instructional offerings to meet student, program, and enrollment needs in collaboration with faculty and student services. (E)

4. Provide leadership and coordination for the college's basic skills, student success, adult education, and strong workforce initiatives. (E)

5. Provide leadership in the implementation of the college's baccalaureate degree program. (E)

6. Provide leadership in the coordination and delivery of the distance education program. (E)

7. Supervise the development and implementation of the educational master plan. (E)

8. Provide leadership and support for information technology planning and operational efforts. (E)

9. Oversee instructional program review. (E)

10. In collaboration with the Academic Senate and other committees, ensure that accreditation standards for Student Learning Outcomes and Assessment are met. (E)

11. Supervise and administer the instructional budget, monitoring payroll of academic and classified staff members. (E)

12. Recommend expansion, modification, and utilization of instructional facilities. (E)

13. Institute and interpret instructional policies assuring compliance with the California Education Code, Title 5, and local board policies and administrative procedures. (E)

14. Maintain an uptodate file of all course descriptions and course outlines. (E)

15. Manage data collection and analysis for effective planning of instructional programs and facilities. (E)

16. Establish and maintain positive partnerships with K12 districts and other partners in support of dual enrollment and adult education program opportunities. (E)

17. Develop, with instructional deans and department chairs, strategies for effective modalities of instruction, including online and hybrid education. (E) 18. Effectively interface with the Vice President of Student Services and the Vice President of Business and Administrative Services to advance instructional priorities. (E)

19. Prepare annual reports required by state and federal agencies; respond to surveys from a variety of sources dealing with professional and institutional issues, and collect statistics as needed. (E)

20. Provide leadership and support for planning and research efforts.

21. Coordinate articulation between MiraCosta College, K12 districts, and transfer institutions.

22. Assess student and community curricular and employment needs

23. Assemble and maintain program inventory and other state reports.

24. Administer the development of the collegewide calendar.

25. Ensure high quality college schedules, catalogs, handbooks, and other instructional publications in collaboration with the Vice President of Student Services and the Public Information Office.

26. In cooperation with the Dean of Research, Planning, and Institutional Effectiveness, and the MiraCosta College Foundation, pursue opportunities to secure grants and develop resources.

27. Promote and facilitate a program of professional development for academic and classified personnel in the division.

28. Participate in appropriate professional and community organizations.

29. Participate in governance of the college through service on select district committees.

30. Provide leadership for the Honors Scholar and Learning Communities programs.

31. Perform other duties as assigned by the Superintendent/President, including representing the Superintendent/President.

COMPENSATION AND FRINGE BENEFITS: MiraCosta College offers competitive compensation commensurate with the successful candidate's background and experience. Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following MINIMUM QUALIFICATIONS:

1. A master's degree from an accredited institution.*

2. One year of formal training, internship, or leadership experience reasonably related to the vice president's administrative assignment.

3. Three years of progressive, reasonably related administrative experience.

4. Demonstrated sensitivity to and understanding of the cultural, developmental, socioeconomic, ethnic, disability, and academic diversity of community college students, faculty, and staff.

*All degrees and units used to satisfy the minimum qualifications must be from postsecondary institutions accredited by an accreditation agency recognized by either the U.S. Department of Education or the Council on Postsecondary Accreditation. Desirable Qualifications:
DESIRABLE QUALIFICATIONS: 1. An earned doctorate from an accredited institution. 2. Successful full-time college teaching experience. 3. Community college administrative experience. 4. Knowledge of and experience with federal regulations, Title 5 regulations, California Education Code, California regulatory agencies, accreditation, and collective bargaining.

Information regarding the individual recommended for hire is expected to be presented to the Board of Trustees for approval at their April 2017 meeting.

Candidates may be reimbursed for travel expenses up to $500 for each trip to the college for invited interviews. Reimbursement will be determined on a case-by-case basis at the time interviews are scheduled.
