Job Summary:
Portland Community College is accepting applications for the Vice President of Academic Affairs.
Under the direction of the District President, the Vice President of Academic Affairs serves as the chief academic officer for the District to provide overall strategic leadership for educational program development and implementation, curriculum planning and development including E-Learning, and instruction for a multi-campus district. Works in close alignment with workforce development and community education. This is a new position for the PCC District and will provide an exciting opportunity for a leader to shape the future of Academic Affairs at PCC, and build new structures and processes in collaboration with experienced professionals dedicated to serving our students and faculty. Thus, the successful applicant must be a visionary, strategic, collaborative and innovative leader and team member. Academic and Student Affairs had previously been combined into one position and this job opportunity is part of an innovative effort toward equitable student success.

In the official responsibilities, this key leadership position provides district-wide leadership to develop and maintain the comprehensive assessment program, ensures programs align with the College's mission, values and strategic plan, and serves as the Liaison Accreditation Officer between the College and the Northwest Commission on Colleges and Universities. In all duties, this District leader acts to continually strengthen teaching and learning to support high levels of student achievement and success.

Responsibilities/Duties:
Duties and Responsibilities

1. Provides District-wide vision and leadership for all areas of Academic Affairs. Leads the development and implementation of new educational initiatives and ensures the continual integrity and improvement of programs such as those related to accreditation, curriculum, articulation, academic planning and other associated policies, and programs.
2. Directs the ongoing evaluation and revision of College standards, policies, and procedures that address the most effective and student-centered delivery of academic programs and that support the College mission.
3. Works collaboratively with College leadership to develop, interpret and implement policy.
4. Responsible for planning, organizing and providing leadership for the comprehensive assessment plan throughout the District and with the contracting colleges. Responsible for faculty and staff development and coordinating assessment activities.
5. Responsible for maintaining accreditation status with the Northwest Commission on Colleges and Universities and development and submission of all notices, self-studies and reports submitted to the Commission.
6. Develops and maintains collaborative partnerships with secondary and post-secondary institutions to ensure effective academic transitions for students.
7. Manages the contracts for contracted colleges. Responsible for evaluating the effectiveness of the contracts and the quality of instruction in conjunction with contracting college staff. Prepares reports submitted to the Northwest Commission on Colleges and Universities on behalf of the contracting colleges.
8. Supervises management, confidential, professionals, paraprofessionals, technical/support and classified staff and performs both direct and indirect supervision through subordinates. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
9. Manages the curriculum approval process based on College policies and procedures and Higher Education Coordinating Commission standards.
10. Collaborates with the Subject Area Committees (SAC's). Considers and approves curricular additions and change recommendations made by SACs. Evaluates and participates in development of curriculum in transfer, professional/technical, and developmental education for the College district. Directs, distributes and monitors district funds for specific curriculum work.
11. Works collaboratively with leadership teams for campuses and centers to advance student learning, engagement and program development and currency.
12. Works directly with senior District and campus leadership and in close collaboration with the Vice President, Student Affairs to achieve and monitor District-wide implementation of academic initiatives and to ensure a seamless student experience
13. Designs and coordinates internal and external assessments to identify current and emerging economic, social, political, and technological trends and issues that may impact students and/or the College.
14. Participates as a member of the College's management team that integrates educational, fiscal, technological, facilities, and personnel planning to ensure achievement of the College's vision and mission.
15. Serves as the chief Academic Affairs resource for the College.
16. Appoints college-wide ad hoc committees and task forces as needed.
17. Develops and maintains effective collaborative relationships with agencies and institutions at the local, state, regional, and national levels.
18. Leads and makes operational elements of the College's strategic plan related to Academic Affairs.
19. Plans, develops and implements assigned budgets within fiscal guidelines.
20. Advises leadership on higher education issues and implements strategic analysis as directed.

Minimum Qualifications:

Minimum Qualifications

- Master's Degree from an accredited institution

- Eight (8) years of progressively responsible leadership experience which includes higher education or state agency experience; three (3) years of which is at the senior level.

Special/Preferred Qualifications:
Preferred Qualifications

- Demonstrated understanding of the complexities within a large, diverse, multi-campus educational institution similar to Portland Community College

- Doctorate degree from an accredited institution

- Demonstrated success in working collaboratively on major change initiatives

- Significant years of impactful experience in a senior academic leadership position
