Under the direction of the Dean, School of Career and Technical Education and Workforce Development, the Associate Dean of Career and Technical Education (CTE) will work with internal and external constituents to provide leadership for career and technical education and workforce development initiatives including but not limited to Strong Workforce, Doing What Matters, CTE Transitions, Carl D. Perkins Act, Federal, State, accreditation, and local accountability, local workforce needs, CTE related grants, and apprenticeships. The associate dean facilitates CTE and Workforce Development program development and implementation across the college in both credit and noncredit programs ensuring that program outcomes address the college's Strategic Plan, support student success, and respond to the dynamic workforce needs of the local industry.

This associate dean provides leadership, vision, direction and administrative guidance in areas of assigned responsibility, as well as a proven ability to derive consensus and work collaboratively and collegially with internal and external constituents.

The associate dean works in close cooperation with the Dean of Career and Technical Education and Workforce Development, other instructional and student services deans and with the vice president of instructional services to assist in the development and implementation of career and technical education and workforce development initiatives.

Representative Duties:
REPRESENTATIVE DUTIES:

1. Coordinates and manages Strong Workforce initiatives at the college by initiating collaborative relationships with local industry representatives, supporting faculty to develop and update CTE programs and identify program equipment and materials needed, and assist with development and implementation of program plans. (E)

2. Participate in regional and campus wide discussions and contribute to the development of the campus and regional Strong Workforce plans. (E)

3. In collaboration with the Dean of CTE and Workforce Development (WD) seeks, reviews and responds to grant initiatives that enhance the college's ability to further CTE and WD education towards preparing a strong workforce through a MiraCosta College Education. This includes, but is not limited to, opportunities that are presented through the Region 10 Workforce Development Council in support of necessary and required regional collaboration. (E)

4. Maintains liaison with the community, local businesses, industry, and other college partners in support of credit and noncredit CTE program development. (E)

5. Develops and implements CTE outreach programs and activities that complement the college's outreach programs and create pathways to earning a CTE degree, certificate and living wage jobs. (E)

6. Supports the writing, implementation, reporting and overall management of CTE grant initiatives that are pursued as the result of approval through the MiraCosta College Grants Approval Process. (E)

7. Represents MiraCosta CTE and WD in all career pathways initiatives and further development of career pathways opportunities and initiatives with a focus on equitable college and career readiness that is important to the school district(s) and the community. (E)

8. Works collaboratively with public and private "feeder" K-12 schools, Adult Education and Noncredit programs, and transfer institutions to ensure the demands of current and future workforces are met through improving college readiness and postsecondary success that includes earning degrees and CTE certificates. (E)

9. Collaborates and creates partnerships with "feeder" K-12 schools, transfer institutions, organizations, local business and industry, and the community to replicate and/or implement best practices that result in continuous improvement towards students' college readiness, postsecondary success and achieving living wage jobs that contribute to the development of the local workforce. (E)

10. Prepares and administers the annual CTE Transitions plan; coordinates and manages related initiatives that include high school articulation activities as required of CTE Transitions. (E) 11. Administers the Carl D. Perkins Grants plans and applications that include reviewing and approving individual plans developed by career and technical education programs; approving expenditures related to approved plans; and submitting annual applications and quarterly and final reports to the state chancellor's office that verify appropriate use of funds in accordance with required and permissive use of Perkins funds. (E)

12. Develops and holds annual Perkins professional development workshops for all CTE program faculty who are considering submitting annual Perkins request for funds, and annual Perkins workshops as required by the Carl D. Perkins Act, for the MiraCosta College Perkins Planning Team to ensure that funding meets the requirements of the Act. (E)

13. Coordinates all aspects of Perkins funding including posting annual requests for funding; training; serving as chair of the Perkins Planning Team. (E)

14. Assists with institutional planning related to CTE and WD, including, but not limited to, campus Program review. (E)

15. Participates in CTE and WD related accreditation self-evaluation efforts. (E)

16. Plans, develops and effectively administers budgets and prepares annual program plans, goals and objectives for all areas/programs of responsibility. Ensures and maintains accurate budget records, tracks program funding allocations and expenditures to ensure compliance with legal mandates, and maintains appropriate records for responsible programs and budgets. (E)

17. In collaboration with the MiraCosta College Financial Aid Office ensures compliance with federal (and state where appropriate) gainful employment statistics and reporting. Analyze gainful employment data to inform MiraCosta CTE and WD related decisions and suggest ways to address any issues related to gainful employment data. (E)

18. Works collaboratively within the college and with current and future CTE and Workforce Development programs and with Statewide and Region 10 colleges to investigate apprenticeship opportunities as appropriate. (E)

19. Establish and maintain relationships with and serve as an ambassador to the community, local businesses, industry and other college partners.

20. Perform other duties as assigned.

Type of Benefits:
COMPENSATION AND FRINGE BENEFITS: Compensation for the associate dean is based on the salary schedule for academic administrators and will not be less than $125,258 per year. MiraCosta College offers a comprehensive package of benefits which includes employer-paid medical, dental, and vision plans for employee and dependents; $100,000 employee life insurance; and other optional coverages. Academic administrators are usually covered under the California State Teachers' Retirement System (CalSTRS).

Minimum Qualifications:
To be eligible for this position, you must meet and provide evidence of the following MINIMUM QUALIFICATIONS:

1. Possession of a master's degree from an accredited institution;* AND

2. One year of formal training, internship, or leadership experience reasonably related to the associate dean's administrative assignment; AND

3. Demonstrated sensitivity to and understanding of the cultural, developmental, socioeconomic, ethnic, disability, and academic diversity of community college students, faculty, and staff.

*All degrees and units used to satisfy the minimum qualifications must be from postsecondary institutions accredited by an accreditation agency recognized by either the U.S. Department of Education or the Council on Postsecondary Accreditation. Desirable Qualifications:
DESIRABLE QUALIFICATIONS: 1. Administrative experience, preferably related to career and technical education at a community college. 2. Knowledge of and experience leading career and technical education and workforce development efforts and initiatives, preferably at a community college. 3. Collaborative management style and administrative experience compatible with MiraCosta College's commitment to shared governance. 4. Proven record in data-driven decision-making. 5. Grant management experience.

Licenses and Other Requirements:LICENSES AND OTHER REQUIREMENTS: A valid California driver's license and the ability to maintain insurability under the district's vehicle insurance program.
