BUSINESS SYSTEMS ANALYST-JOURNEY

Job Description: This position reports to the Director of Human Resources Information Systems (HRIS) in the Department of Human Resources. The principal role of this position is to plan, design, examine, analyze, develop, implement, administer and monitor business (specifically Human Resources) processes from a technology perspective. The selected candidate can expect to evaluate business processes and systems' functionality to identify gaps, measuring tangible impacts to business operations. The selected candidate will be required to design systems solutions by identifying and evaluating options, resolving solution issues, serving as a liaison between the business and the project team, and developing and delivering training. The selected candidate will also develop expertise in several HR areas and their integration points, and contribute to strategic planning of HR systems and technology direction.

This position also functions as the primary resource for HR-related data reporting from relevant data sources at ECU. The selected candidate will be expected to develop complex PL/SQL queries/reports using TOAD (Tool for Oracle Application Developers) and Microsoft Visual Studio for deployment to ECU's business intelligence center (ecuBIC). Responsibilities in this area include the following: analysis of reporting needs; creation and validation of report specifications; creation of ad-hoc and parameter driven reports; documentation development; assisting departments with report development; ongoing support and training of department developers; collaboration with ITCS on development of new ODS views; and validation of HR ODS data after upgrades and modifications.

Business process improvement activities and development of operating manuals and other documentation are also primary functions of this position. The selected candidate will be required to coordinate the development of HR systems for use on the ECU campus. This includes, but is not limited to, conducting surveys to determine business requirements for technology projects, analyzing the degree of automation advisable and making estimates of resources required for development and implementation of technology systems, reviewing and making recommendations for possible technology applications, analyzing process flows to reduce duplication of effort, improve efficiency, and improve internal control, and obtaining agreement from involved departments on such projects. Examples of these types of activities include: documenting business process flows and creation of standard operating procedures/manuals, business requirements documentation, and gap analysis. The selected candidate will also assist the Director with special projects, workflow projects, and other duties as assigned by the Director.

The selected candidate will lastly be expected to provide support to the ITCS Department to facilitate software selection and acquisition, computer programming, and testing and de-bugging. Prepares conversion plans for the implementation of systems, including changes in work flow and job duties, distribution and reorganization of information from legacy systems to new systems, and the timing of the conversion activities. In coordination with interested parties, especially ITCS, develops an implementation plan for the system or system changes, including the following: training user personnel, testing equipment and document flow, planning for implementation, parallel operation of old and new systems. The position will also create and/or improve procedures necessary for the implementation of systems. Coordinates activities between the system users, management, and other affected departments and parties.


Minimum Qualifications: Bachelor's degree in a discipline related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.


Special Instructions to Applicants: This position is subject to the Career Banding Salary Administration Plan. If candidates are not identified at the Journey level, management may consider candidates at a lower competency level. Pay will be commensurate with applicant's competencies as well as budget, equity, and market considerations.

Salary Grade Equivalent: 77 (for reduction-in-force priority purposes only)
