Degree and area of specialization:

Minimum Bachelor's Degree.
Preferred Bachelor's Degree in Information Technology, Business, or Healthcare-related field.

Minimum number of years and type of relevant work experience:

Minimum 2 years of experience required with the following (4 years preferred):
-clinical research data in academic medical center settings
-creation, use, transmission, and maintenance of clinical research databases (structure, type) and their security and privacy
-encryption methods, de-identification and re-identification methods
-establishing quality/process improvements and Standard Operating Procedures

License or Certificate:

Preferred licenses and certifications: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Systems Security Certified Practitioner (SSCP), Certified Information Systems Auditor (CISA)

Position Summary:

This position sits within the UW School of Medicine and Public Health (SMPH) administrative offices, with direct reporting to the Senior Associate Dean for Clinical and Translational Research.

The primary role of the Honest Broker is to work collaboratively with data analysts to collect and provide electronic health information to researchers in such a manner whereby it would not be reasonably possible for the researchers, or other individuals, to identify the subjects directly or indirectly. The honest broker is not part of either the data services, clinical or research teams. The Honest Broker will develop and implement a process to allow internal and external user groups to obtain electronic health information for the purposes of research, in a way that does not allow for identification of the individual to whom the information pertains. The Honest Broker will collaborate frequently with at least 3 established offices: the SMPH Associate Dean for Biomedical Informatics, the UW-Madison HIPAA Privacy Officer, and the UW-Madison HIPAA Security Officer. The Honest Broker will collaboratively develop SMPH's infrastructure for receiving and processing requests by researchers for electronic health information. The Honest Broker will also work with the data services teams to provide support for privacy- and security-related compliance reviews.

Anticipated Skills, Knowledge and Abilities:
-Knowledge of specific laws and regulations applicable to the use of patients'/subjects' medical information in connection with research performed at academic medical centers.
-Knowledge of security practices, technologies, and methodologies used in a network environment
-Understanding clinical research, with emphasis on human subject protections and Institutional Review Board (IRB) requirements.
-Understanding of network operating systems, LAN characteristics, network topologies and components such as switches, hubs, and routers
-Strong written and verbal communications skills.
-Excellent organizational skills.
-Ability to interact and communicate with all levels of employees and customers.
-Ability to work independently and self-motivate in pursuit of broad objectives.
-Practice a high level of integrity and honesty in maintaining confidentiality.
-Demonstrate a strong work ethic and creates a positive work environment for growth of the team.
