Position Summary:
This position will play a key role in planning for, responding to, and preventing emergencies. This position is meant to work as part of a team responsible for crisis management, infrastructure security, and related critical functions. Under the general supervision of the Director of Emergency Management: facilitate and manage the development of response plans for crisis (including GIS mapping), emergency response, continuity of operations, continuity of government, evacuation, logistics, disease outbreak, large population events and other emergency response plans for UW-Madison. Provide assistance in plan development for the UW System which consists of 26 campuses with over 200,000 students, faculty and staff. Additionally, this position will be responsible for ensuring consideration is given to the general public on our campus community for a variety of reasons: visitors to campus, dignitaries, applicants, and those attending sporting events and concerts.

This position will play a key role in developing and managing the emergency plans for problems that could occur during a Badger football game. The consequences to the University and of this position not performing emergency management and infrastructure security duties would pose a substantial risk to millions of dollars and years? worth of research. It could also delay the development of new medical techniques, engineering technologies, and other benefits of cutting edge research that affect millions of people nationwide.

This position provides technical assistance as a business partner to leadership and management, plays a key role on committees to create various emergency plans that detail the tasks and procedures for managing the effects of natural disasters, terrorist acts, crowd violence and other emergencies of significant scope. Additionally, this position contributes to developing compliance for investigative and inspection procedures and participates in activities related to the University?s infrastructure security and access control function. Assist in the administration of the University?s access control data base. Review Planning and Development grants for completeness, develop and recommend program policies and procedures. Keep records of emergency response and infrastructure security-related liaison activities with federal, state, county and local government entities for the University that once was the site of an attack on research at Sterling Hall.

Liaise with Emergency Government Specialists and Emergency Services Coordinators at Wisconsin Emergency Management and Dane County Emergency Management. Advise them of all UW-Madison Emergency Operations Plans and UW System Emergency Operations Plans activations. Serve as the point of contact for Wisconsin Emergency Management and Dane County Emergency Management Emergency Operations Center activations. This position holds delegated authority to make decisions on behalf of the Emergency Management Unit, participate in disaster operations, staff the disaster field office or command post, and Emergency Operations Center as required and assist in administering the various disaster programs.

This position participates in a significant manner in the formulation, determination and implementation of Emergency Management Unit policy. Participates in project teams within the Planning and Development Division. This position will need to maintain confidentiality and exercise judgment and diplomacy in dealing with sensitive issues such as confidential matters that effect employer-employee relationships.

In addition to weekday work, persons in this position will be required to work some weekends during special and/or other major events. This position could be called in at any time in the event of an Emergency Operations Plan activation, or other emergency plan activation to assist in the Emergency Operations Center (EOC) or with other operations.

SCHEDULE COMMENTS
This position is considered an essential position for the University Campus. The final schedule worked will be discussed and agreed upon with UWPD management. In general, the hours will be during business hours Monday-Friday and they will need to meet the needs of the UWPD. Occasional work beyond or outside hours agreed upon may be required during emergencies, special events or as assigned.

Special Statement
Because of the emergency responsibilities of the UW Madison Police Departments Emergency Management Unit, it should be understood that all unit employees may be required to work overtime, evenings, holidays and weekends with little or advance notice to support necessary training, exercises and/or emergency functions.

ADDITIONAL REQUIREMENTS
Persons in this position must pass the initial application screening, all steps of the hiring process, an extensive background investigation, drug screen, physical and psychological examination prior to beginning employment. Persons in this position must possess a valid Wisconsin Driver's License and meet all UW-Risk Management requirements. Persons in this position are expected to dress in appropriate business or business casual attire.

Discretion and Accountability
This position has delegated authority from Planning and Development leadership to exercise broad discretion in setting objectives and priorities of the program in response to the needs of the UW-Madison and UW System. This position is accountable for being a business partner with leadership/management in emergency planning to ensure plans are in place to help the unit continue to meet their goals and mission as efficiently and safely as possible in the event of an emergency. In the event of an emergency, this position will be called upon to be able to react quickly by evaluating the situation, the emergency plans, etc in order to act on behalf of management to provide direction about what needs to be done, where people should go, etc. This position will be relied upon by management as someone they can trust that will help guide them in resolving the emergency as quickly as possible and effectively dealing with any issues that come up including employer-employee issues surrounded the emergency.

The employee must ensure that the objectives and priorities of the program are in agreement with the overall programmatic goals of the UWPD and state.

Physical Effort
In times of disaster, emergencies, or other stressful situation this employee may be required to put in long hours (12-20 or more hours at a stretch) with a limited number of off-duty breaks of short durations. This kind of stressful work application may continue up to two weeks.

Work Environment
Many times difficult decisions, impacting upon the possible loss of life, damage to property, labor relations or work stoppage issues, and tort and legal liability must be made. In those times, those work objectives must be completed with a minimum of delay, sometimes within very short time frames. This position could potentially work in very dangerous situations or buildings, inclement weather, potential chemical hazards, etc.

Management Rationale: This position participates on an ongoing basis with leadership/management with all levels of campus administration throughout the University System (26 campuses) as a business partner to formulate, determine and implement critical emergency plans. This position provides the leadership, knowledge, experience and expertise that leadership/management needs in order to make critical management level decisions. During the course of emergency planning and also during critical incidents this position will have access to, knowledge of, and participate with matters involve employer-employee relations. It is critical that leadership/management look to this position for executive level decisions and also deal with the scope of confidential matters related to emergency planning, response and recovery efforts.
