Position Summary:

Under the general supervision of the Director of Emergency Management: facilitate and manage the development of response plans for crisis and emergency response for UW Colleges. This is a two-year project based position as part of a three year contract with UW Colleges. This position reports to UW-Madison Police Department and will be based at UW-Madison.

This position will assist the 15 UW Colleges locations in the development of emergency response plans. The UW Colleges- campuses covered by this position include UW-Baraboo/Sauk County, UW-Barron County, UW-Fond du Lac, UW-Fox Valley, UW-Manitowoc, UW-Marathon County, UW-Marinette, UW-Marshfield/Wood County, UW-Richland, UW-Rock County, UW-Sheboygan, UW-Washington County, UW-Waukesha, UW Colleges Online, and the UW-Extension Upham Woods Outdoor Learning Center.

This position will require extensive travel to the UW Colleges locations. The person hired into this position will be required to visit each location at least three times per year. Additional visits may be added depending on the needs of each location.

In addition to weekday work, persons in this position will be required to work some weekends during special and/or other major events. This position could be called in at any time in the event of an emergency at a UW Colleges location, or other emergency plan activation to assist in the Emergency Operations Center (EOC) or with other operations. The person in this position will also assist other UW System institutions during emergency situations.

Discretion and Accountability
This position has delegated authority from UWPD leadership to exercise broad discretion in setting objectives and priorities of the program in response to the needs of the UW-Madison and UW Colleges. This position is accountable for being a business partner with leadership/management in emergency planning to ensure plans are in place to help the unit continue to meet their goals and mission as efficiently and safely as possible in the event of an emergency. In the event of an emergency, this position will be called upon to be able to react quickly by evaluating the situation, the emergency plans, etc in order to act on behalf of management to provide direction about what needs to be done, where people should go, etc. This position will be relied upon by management as someone they can trust that will help guide them in resolving the emergency as quickly as possible and effectively dealing with any issues that come up including employer-employee issues surrounded the emergency.

The employee must ensure that the objectives and priorities of the program are in agreement with the overall programmatic goals of the UWPD and state.

This position requires a valid driver's license as a condition of employment.

Management Rationale: This position participates on an ongoing basis with leadership/management with all levels of campus administration throughout the University System (26 campuses) as a business partner to formulate, determine and implement critical emergency plans. This position provides the leadership, knowledge, experience and expertise that leadership/management needs in order to make critical management level decisions. This position also has delegated authority UWPD Management to commit the employer's resources (e.g. human capitol, equipment, resources, etc). During the course of emergency planning and also during critical incidents this position will have access to, knowledge of, and participate with matters involve employer-employee relations. It is critical that leadership/management look to this position for executive level decisions and also deal with the scope of confidential matters related to emergency planning, response and recovery efforts.

Schedule
This position is considered an essential position for the University Campus. The final schedule worked will be discussed and agreed upon with UWPD management. In general, the hours will be during business hours Monday-Friday and they will need to meet the needs of the UWPD. Occasional work beyond or outside hours agreed upon may be required during emergencies, special events or as assigned.

Additional Requirements
Persons in this position must pass the initial application screening, all steps of the hiring process, an extensive background investigation, drug screen, physical and psychological examination prior to beginning employment. Persons in this position must possess a valid Wisconsin Driver's License. Persons in this position are expected to dress in appropriate business or business casual attire.

Physical Effort
In times of disaster, emergencies, or other stressful situation this employee may be required to put in long hours (12-20 or more hours at a stretch) with a limited number of off-duty breaks of short durations. This kind of stressful work application may continue up to two weeks.

Work Environment
Many times difficult decisions, impacting upon the possible loss of life, damage to property, labor relations or work stoppage issues, and tort and legal liability must be made. In those times, those work objectives must be completed with a minimum of delay, sometimes within very short time frames. This position could potentially work in very dangerous situations or buildings, inclement weather, potential chemical hazards, etc.
