Fiscal Specialist 2

The Archeological & Historical Services (AHS) program at Eastern Washington University invites applications for a Fiscal Specialist 2.

AHS is a grant and contract funded cultural resources management program staffed by professional archaeologists and historians conducting numerous field projects for a variety of federal, state, and private clients.

This position will fulfill administrative support functions for Archaeological and Historical Services (AHS), primarily fiscal responsibilities, but will also fulfill general office support functions ranging from routine record keeping and filing to answering the phone. Fiscal responsibilities include the following areas: project budgets, grants, purchasing, supplies, equipment, inventory, travel, as well as invoice preparation, recordkeeping, and reporting related to AHS' fiscal operations.

AHS' full and part time Archaeologist staff undertake a considerable amount of fieldwork and regional travel, so the candidate hired for this position must be able to work independently and as a member of the team when the Director and Archaeologists are on campus.

Position reports to the Director, and is expected to exercise independent judgment in developing, modifying, and maintaining multiple record keeping and reporting systems for varied and complex sources of funding; interpreting and applying rules and regulations to resolve problems; advise staff regarding applicable policies and procedures, and recommend alternative courses of action. Position uses established procedures in performing fiscal responsibilities, and ensures work is in conformance with regulations, policies and standards.

Required Qualifications:

 

 

 

  • AA or higher level degree in Finance or related field.
  • At least three years work experience involving fiscal and budgetary responsibilities. Work must be beyond entry level fiscal/budgetary responsibilities.
    • Experience must include responsibility for multiple fiscal and budgetary functions similar to the responsibilities assigned to this position (i.e., responsibility for multiple budgets, purchasing, personnel/payroll, budget and specialized reporting, etc.).
    • Part time experience may qualify, but must be pro-rated to its full time equivalent.
    • Additional years of relevant education may be substituted, on a year-by-year basis, for two years of the required work experience. In other words, if you have a BA degree, that would be considered equivalent to two years of experience; you would still need to offer at least one year relevant work experience in addition to a completed Bachelor's degree in Finance or other related field.
  • Strong computer skills demonstrated by three years' successful full time work experience using a variety of software programs: Word, Excel, databases, data systems, including the demonstrated ability to develop complex spreadsheets utilizing advanced features.
  • At least one year experience using an enterprise data system, preferably Banner (financial) or other large, complex, multi-dimensional data system with over 10,000 records.
  • Demonstrated success handling a demanding workload with overlapping deadlines and requiring great attention to detail, strong communication skills, perseverance, initiative, and ability to function equally well taking direction and working independently, and in an environment characterized by interruptions throughout the work day.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is sensitive to the diverse needs of the students, faculty, and administrators including needs for universal access.

 


Preferred Qualifications:

 

  • Two or more years' experience performing fiscal/budgetary responsibilities in a college or university environment.
  • Experience in managing fiscal/budgetary responsibilities for grants, contracts, and/or sponsored programs.
  • One-year full time work experience demonstrating success in handling communications with a variety of different kinds of clients, such as federal, state, city, and county government agencies, professionals in the community, internal staff/managers/ administrators, students, and other constituents; must offer superior verbal and written communication skills.
  • Experience maintaining both manual and electronic records and files.
