Duties and Responsibilities

 

VCU Human Resources is responsible for developing and sustaining progressive, responsive, and strategic human resource policies, programs and services for more than 12,000 faculty and staff. 

 

The Chief Human Resources Officer will play a pivotal role in positioning the University for dynamic growth, providing institutional leadership and service to develop and sustain HR programs and policies that are best in class, and that support the achievement of institutional goals and objectives.  Through the development an dongoing assessment of programs, policies, systems, and services the CHRO is charged with ensuring that human resources policies and programs foster an inclusive and rewarding work life for the successful recruitment and retention of faculty and staff.

 

The incumbent is responsible for staff pay and classification, administering faculty and staff benefits, employee relations, human resource information systems, work-life balance services, performance management, talent/leadership development, workforce planning, payroll, HR service center, employee health, workers compensation, absence/leave management, and compliance with all relevant city, state, federal regulations, and payroll services.

The new CHRO will lead VCU's efforts to fully leverage the additional flexibility for human resource policies and programs afforded by the state Higher Education Restructuring Act.  VCU is one of four institutions in the state afforded Level Three autonomy, along with Virginia Tech, the University of Virginia, and William and Mary.

Reporting to the CHRO are:  the directors for communication, employee health servicees, employee relations; human resources services, compensation and compliance, learning and development, benefits research and development, HR technical services, and payroll services. 

 

The CHRO must be an articulate professional who can advocate effectively for progressive change and:provides guidance and counsel to institutional leadership in implementing the University's strategic plan, Quest for Distinction, from a human resources perspective;

fosters a culture of collaborative and responsive proactive service;

develops collaborative partnerships with leadership and administrators, based on a shared commitment to excellence that provide line managers and supervisors with the skilss and resources to manage effectively;demonstrates a consultative approach to problem solving and developing "win-win" solutions for employee relations and human resources-related situations;

effectively plans, develops, implements, monitors, and evaluates human resource functions and intiatives that support organizational strategic goals.  Oversees the strategic planning, development, implementation, and administration of the University's human resource strategies and programs, including workforce planning, compensation and benefits, recruitment, training, performance management, leadership development, and employee relations programs;

directs the development of services and systems that are effective and efficient and contribute to a best in class HR program. Develops and modifies systems and services and develops policies and procedures in accordance with institutional goals and objectives, as well as government regulations and changing external conditions; advises senior management team and guides institutional planning in the area of human resource management.  Collaborates with senior administration, managers, and key constituency groups to plan, coordinate, develop and evaluate activities, systems, policies and programs, investigates and resolves problems. creates an HR environment that emphasizes quality, compliance, responsive systems, service excellence and respect for all consituencies by keeping abreast of innovative approaches in HR management and emerging technologies; keeps apprised of state and federal legislation and court decisions related to HR issues to ensure institutional compliance. Works confidentially with leadership to address complex and sensitive employee relations matters;participates on university committees in areas of strategic importance to faculty and staff; directs and provides on-going evaluation to enhance the skills and effectiveness of a staff of direct reports who are responsible for managing and engaging a staff of more than 50, which provides services to the University community, applicants, and retirees.  confers regularly with staff to plan and coordinate activities, monitor progress on projects, resolve problems and allocate resources.  Oversees the administration of the HR$3.7 million operating budget

 

Minimum Qualifications:

 

The Chief Human Resources Officer (CHRO) will have an executive presence and be a self-assured leader prepared to develop creative approaches to the advancement of the University's goals through its human resources.  The CHRO must be an integral and essential participant in the development and achievement of the institution's strategic goals.  Demonstrated management success leading change and creating high performing organizations, in addition to superb communication and interpersonal, innovation and flexibility are required.

Also required is at least 10 years of progressive HR experience, with at least five at a senior management level, in a large, complex, high-volume environment, preferably within a major research university and academic medical center and a master's degree in a related field.  A bachelor's degree and significant related experience may be considered in lieu of a master's degree.

 

Solid expertise in the technical  aspecs of human resources, including benefits design, classification, compensation, performance management, recruitment, retention, leadership development, and  applicable laws and regulations.

 

Appreciation for academic issues relative to best practices of human resources;

Ability to think and act strategically on at least three levels - institutionally as a member of the University's leadership team, divisionally as a leader of a complex human resources organization, and individually as a mentor and advisor to client leadership;

Sophistication to understand the potential value of technological innovations to harness and leverage emergeing technology for high tech - high touch HR operations that meets the divergent needs of different stakeholders and units;

Ability to manage both big picture and operational details: evidence of ability to lead an organization to achieve strategic goals, to continuously refine organizational plans, structure and operations; comfort delegating day-to-day management and decision making to senior managers with accountability;

Ability to act effectively and decisively in emergency and crisis situations as an important member of the university's incident response team and also be adept at managing sensitive HR - employee issues that coulbe be or are public;

Successful experience developing and optimizing an enterprise-wide human resources information system that produces useful, timely, and needed management data; (VCUuses the Banner ERP system)

A clear vision for the possibilities of a human resources program at a research university including ability to deal with issues affecting international employment;

Demonstrated ability to provide inspirational and creative leadership to manage the human resources of the University

Experience leading and managing change in a large, complex organization;

Ability to make persuasive and informative public presentations;

Advanced intellect, capable of relating on a peer basis with academics;

Proactive client/customer focus, coupled with a collaborative style;

Intelligence, integrity, ethics, initiative, and the willingness to take calculated risks;

High energy and grace under pressure.

The Chief Human Resources Officer  reports to the Vice President for Finance and Administration.
