Director of Human Resources for Employee Relations and Strategic Initiatives

The employee relations function intersects with multiple HR functions including training, organization development, compensation, benefits, and recruitment. Due to the broad scope of this position, the Director of Human Resources for Employee Relations and Strategic Initiatives is the designated number two position in the division and assumes oversight of the division in the absence of the Vice President. This position will have direct oversight of the employee relations, and training/organization development functions. This position also serves as an HR strategic partner throughout the campus and assumes responsibilities for special projects and HR policy development and implementation.
Duties include:
Strategic partner (30%): Serve as an organizational and human resources consultant on strategic University initiatives; serve as a University strategic partner by participating in campus-wide initiatives such as strategic planning, talent management, employee engagement, quality of university life, policy review, threat assessment, succession planning, and other initiatives and committees that have campus wide implications; represent the department and/or vice president on University and state-wide committees as needed.
Employee relations (30%): Administer the University's employee relations function by counseling and consulting with contacts in a courteous, responsive and professional manner to resolve work problems; administration includes providing information and guidance on performance management, progressive discipline, and grievance procedures for classified, hourly, and administrative/professional faculty positions ensuring adherence to state and university policies and timelines; this position is more involved in administering the employee relations function for AP faculty and oversees the administration of the ER function for classified and hourly employees.
Special projects (20%): Develop and implement campus-wide or cross-functional initiatives/projects in support of Human Resources and the University's strategic mission.
Policy development, interpretation and implementation (10%): Provide effective leadership for the university in providing state and University policy interpretation and implementation; render clear, consistent and accurate policy interpretation on human resource functions to management and employees; in collaboration with the vice president, administer human resource policies and procedures pertaining to teaching/research faculty, administrative/professional faculty, classified, and wage employees, which comply with federal, state, and University requirements by periodically reviewing all HR policies and procedures, researching and analyzing administrative and legal precedents with University counsel or State Department of Human Resource Management, as needed; represent HR on the Policy Review Committee; advise and consult with managers and employees and respond to policy information in a courteous, responsive and professional manner, ensuring legal compliance and confidentiality where necessary; interpret and apply policies from the AP faculty guidebook in assisting administrative and professional faculty.
Organization development and training (10%): Oversee the HR organization development (OD) and training function; initiate and/or collaborate on and/or oversee the development and delivery of OD initiatives including but not limited to, departmental restructuring, strategic planning, change management, performance measurement, organizational assessments, conflict management, and mediation and organizational learning; administer the development and facilitation of training on HR policies, procedures and best practices, ensuring the accuracy of training content; develop and deliver training as needed.

Minimum Qualifications
Master's degree in related field or bachelor's degree with comparable years of experience. Considerable HR experience in a leadership role. Considerable HR experience across multiple HR functions. Experience in partnering with constituents in the development and implementation of strategic and organization-wide initiatives. Comprehensive employee relations experience. Project management experience. Comprehensive knowledge of the principles and practices of human resource management and the laws and policies governing its application. Demonstrated ability to serve as an HR strategic partner by assisting in the formulation, communication, and/or execution of strategic initiatives at the departmental and organizational level. Demonstrated ability to consult, counsel, advise, and partner with management and employees in addressing human resources related matters. Comprehensive problem solving and conflict resolution skills. Considerable knowledge of organization development and training practices and methodologies. Demonstrated ability to communicate effectively both orally and in writing to individuals and groups in a diverse organization. Ability to work effectively with all levels within the organization and develop informal, cooperative relationships among diverse, multifunctional departments. Ability to manage multiple projects and priorities.

Preferred Qualifications
Senior Professional in Human Resources ( SPHR ) or SHRM - SCP certification. Experience in higher education. Human resources experience in a Commonwealth of Virginia state agency.
