Job Description Summary / TWC Summary
The primary role of the Facilities Planner and Scheduler is to improve work force productivity and work quality by anticipating and eliminating potential delays through planning and coordination of labor, parts and material, tools, and equipment, required permits, specialized documentation and equipment access. The Facilities Planner and Scheduler will be responsible for the planning, scheduling and logistics of all maintenance /construction work performed in the area to which he/she assigned. Maintains coordination between the various maintenance and construction groups and Facilities Directors and Managers. Maintains appropriate records and files to permit meaningful analysis and reporting of results. The Facilities Planner and Scheduler must be able to do in the field site assessment of equipment and electrical, mechanical, plumbing, HVAC systems, and construction sites activities, etc.

Essential Duties Summary
Receives and reviews all work orders from the requesting departments of the areas to which he/she assigned. Walk jobs / activities for accurate assessment of components, resources and materials needs. Reviews and screens each work order to see that been properly completed with the required information by the requester of the work. Examines all non-emergency work orders to do and determines scope and best way to accomplish the work. Identifies and obtains materials required on the work. Consults with requester and/or maintenance supervisor when necessary. Ensures safety needs given a top priority in work planning and scheduling. Reviews, plans and schedules all recurring PM activities. Develops an integrated maintenance work schedule for the maintenance area supervisor/leads. Develops and maintains planner reference systems (repository) including a file of planned job packages for recurring jobs. Ensures completed schedules and work orders returned promptly and that all completed work orders filled out completely by technicians and supervisors. Performs post job reviews to ensure actual work performed and post maintenance testing was adequate. Identifies and reports any changes that needs to optimize the overall maintenance process. Performs other job-related duties as required.

Education
Some college or Associate Degree (A.A.) and/or vocational or technical school and/or specialized training or certification. Bachelor's Degree preferred.

Required Licensing/Certification
Certified Facilities Manager ( CFM ) preferred.

Knowledge, Skills, and Abilities
Strong knowledge of Computer Maintenance Management Systems ( CMMS ) and related systems/software; such as MAXIMO , TMS , TMA , EAM , SAP , WOMS . Strong knowledge of work management processes, labor estimating, resource balancing, etc. Good working knowledge of facilities equipment and O&M requirements. Strong understanding of proper OSHA safety practices and procedures. Good organization skills. Strong understanding of skilled crafts such as HVAC , carpentry, electricity and electronics, mechanics, pneumatics, hydraulics, plumbing and pipe fitting, etc. Ability to read and understand blueprints and/or schematic diagrams. Technical writing ability. Strong oral and written communication skills. Demonstrated ability for independent decision-making. Must be flexible and responsive to the needs of the University. Must have the ability to overcome obstacles and have the organizational skills necessary to complete assignments in a timely manner. Demonstrated ability to be proactive in problem solving and to lead the resolution of equipment problems.

Work Experience
Requires more than seven years of related experience. Requires working knowledge of specialized practices, equipment and procedures.

No supervisory responsibility for employees or students.

Work Complexity/Budget Authority
Tasks are multiple and diverse with some interrelationship across processes. Work requires the direct application of a variety of procedures, policies and/or precedents. There is some budget responsibility and expenditure authority.

Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. The results reviewed by supervisor. Strategic issues referred to supervisor.

Some contact with others, including students, public, visitors and University personnel. Purpose of contacts is to provide explanation or interpretation of information. May handle confidential information and some complex matters.

Requires advanced interpersonal and communication skills to establish and maintain internal and external customer relationships. Working/Environmental Conditions
Work involves some exposure to moderate risk of accident and require following basic safety precautions. Position requires continuous moderate or occasional heavy physical activity. Position requires infrequent or occasional travel within the city/metropolitan area. Must complete the TSU driver training and certification course.
