Coordinator of Government and Community Relations

 

This is a full-time position reporting to the Executive Director for Government Relations.  The position will also support the Associate Vice Chancellor for Institutional Advancement as required by need.  The Coordinator aids the Executive Director as he/or she creates and implements government and community relations strategies to best engage audiences in support of Tennessee Board of Regents’ vision and Tennessee’s higher education agenda.

Responsibilities:

Assisting Executive Director in preparation and delivery of the following: serving as the Tennessee Board of Regents (TBR) legislative point of contact  and liaison by: serving as the TBR legislative point of presence for all legislative hearings; providing testimony as necessary for legislative hearings; facilitating the analysis of legislation, identifying issues, and analyzing the intent and possible effects of the proposed legislation; in consultation with others, proposing TBR positions and supporting arguments; conferring with legislators and state government officials concerning the TBR’s interests and the functional impact of proposed legislation and proposing and negotiating modifications, as appropriate; responding to legislative inquiries and coordinating TBR responses from other departments and campuses as needed; developing and managing the TBR legislative agenda; making recommendations  for amendments to bills; coordinating the development of the fiscal note process for bills; monitoring and tracking all legislation and public policy issues that pertains to TBR in specific and higher education in general; preparing an annual comprehensive report on the legislation; providing coordination of governmental relations activities; establishing and maintaining relations with other organizations and entities whose interests are similar or whose functions affect the TBR.

 

Supports the Executive Director in the collecting of data relative to existing or needed policy regarding institutional advancement and student success; analyzing and comparing the data sets and presenting it as needed; researching best practice models for advancement activities and providing this information to the TBR schools; facilitating periodic meetings with leaders from TBR institutions to discuss common themes and ways to enhance policy alignment with system and institutional goals.

 

Assists the Associate Vice Chancellor for Institutional Affairs as needed in activities related to community relations and engagement.

Perform other responsibilities as assigned.

 

Knowledge, Skills, Abilities:

Demonstrated knowledge of public policy development, as well as knowledge of the TBR organization, functions, processes and procedures of a legislative body, executive branch of government, and a state higher education system.

Proficiency in Word and Excel.

Excellent verbal and written communication skills.

Demonstrated ability to articulate ideas and issues clearly and interact effectively.

 

Minimum Qualifications:

Bachelor’s Degree

5+ years’ experience in related field

Evidenced experience in governmental and legislative affairs

 

Preferred Qualifications:

Specific experience in policy or government pertaining to education or related field

Knowledge of Tennessee State legislative affairs
