Reports to and Supervised By: Vice Chancellor for Business and Finance
Position Supervises: Manager, Database Administrators, Business & System Analyst, Administrative Assistant III
FLSA Status: Exempt
Major Functions
In collaboration with institutional information technology leaders, the Chief Information Officer (CIO) provides strategic leadership to establish an information and communications technology strategy that meets the needs of students, faculty, and staff across System institutions. The CIO will lead Information Technology to be an indispensable partner by fostering a culture of performance excellence, access, resourcefulness, and efficiency. The CIO is responsible for broad information technology services including applications development and maintenance, information security, voice and data communications, network services, and maintenance and user support.

Providing leadership and a vision for transformation and organizational change to improve and enhance information technology services across the TBR System. Develop and follow through on goals, initiatives, strategies and action plans for information technology. |

Provide support and serve as the TBR liaison for IT sub-council, committees, task force, and IT groups. |

Coordinating IT issues with other TBR departments, evaluate effectiveness of policies and guidelines and make revisions and recommendations accordingly related to IT. |

Oversee IT audit compliance, security, records retention, federal compliance, and other IT related operations. |

Provide direct administrative supervision to the System Office of Information Technology; including supervising staff, providing mentoring, IT training, leadership development and serving in an advisory relationship to institutional information technology leadership and staff. |

Knowledge, Skills, Abilities, and Personal Characteristics
- Ability to work collegially and effectively with a diverse group of constituents, including the Board of Regents, Chancellor, Presidents and Directors, external groups, faculty, and staff.
- Ability to contribute as an executive officer to the leadership of the System in matters of policy, planning and risk management.
- Understanding of and ability to work effectively within an academic environment.
Willingness and capability to handle crisis and public relations matters. - Excellent interpersonal skills.
- Demonstrated ability to perform well as part of a team of professionals confronting change and increased service expectations in a highly visible organization.
- Demonstrated strong analytical, research, and problem-solving skills.
Minimum Qualifications:
- Bachelor’s degree in a relevant area
- Seven years as a senior information technology leader
- Experience promoting high client service standards.
- Experience prioritizing many conflicting demands and projects, as well as to execute, while exhibiting integrity and sound judgment.
- A background check will be required of the successful applicant.
Additional Desirable Qualifications:
- Master’s degree in a relevant area
- Higher education experience
- Experience with Ellucian/Banner
- Experience functioning in multi-institution System Office environment
