The Pennsylvania State University (Penn State) seeks candidates for the position of Chief Ethics and Compliance Officer (CECO). Reporting directly to the Board of Trustees’ Committee on Legal and Compliance and with an administrative reporting relationship to the Senior Vice President for Finance & Business, the incoming CECO will have the opportunity to build on a strong foundation developed by the founding CECO and continue to propel the University forward as a national leader in ethics and compliance.

Serving nearly 100,000 students across 24 campuses, Penn State is a large, complex research institution with highly decentralized compliance and ethics functions. At an institution with 6,400 full-time faculty, 20,000 staff, 22,000 acres, and a $5.7 billion annual budget, the CECO will serve as the key spokesperson for the Office of Ethics and Compliance and will be a strategic collaborator and vital partner to a large and diverse array of University stakeholders. This leader will develop innovative approaches to motivate administration, faculty, staff, and students to embrace a culture focused on ethics and compliance as integral to supporting the University’s strategic plan and mission.

Leading a talented and dedicated staff of 22 and serving on a variety of ethics and compliance committees at the institution, the CECO serves as the key advisor across the University concerning strategic ethics and compliance matters. This includes overseeing the development and implementation of ethics and compliances practices, policies, and procedures throughout the University, creating shared and uniform policies and procedures wherever possible, while realizing that one size may not fit all. S/he is expected to streamline investigative processes and reporting, oversee ethics and compliance trainings at the University, and implement evidence-based practices to promote greater adherence to University ethics and compliance standards. 

The Chief Ethics and Compliance Officer must have a broad view of ethics and compliance and a keen grasp of how to strategically integrate a robust ethics and compliance program within a large, complex, multi-campus research university. Essential to this role is an understanding of ethics and compliance best practices. The Chief Ethics and Compliance Officer should have a track record of streamlining processes and systems and experience uniting colleagues around a single vision while maintaining respect for the individual cultures that may exist in various offices, colleges, institutes, or campuses.
