Job Summary:
PCC is hiring a Web Analyst to build and support applications for PCC websites, including our student portal. We're looking for a great web developer eager to join a team committed to our students and the Portland community.

Responsibilities/Duties:
1. Maintains and modifies complex systems and/or designs and develops integrated subsystems. Guides users in formulating requirements; analyzes resulting user proposals and conducts feasibility studies. Recommends optimum approach, advises on alternatives and on the implications of new or revised data processing systems.
2. Manages application software, application infrastructure and third party application environments in the assigned field. This includes installation, upgrades and patches, tuning, creating links and interfaces between systems, developing application-specific security, performance monitoring and trouble-shooting. Tests, maintains, and monitors system processes using in-house and third party- tools. Work must be coordinated with other analysts to ensure integration between systems.
3. Performs problem analysis to resolve system or application issues. Performs complex diagnosis of problems, providing solutions within area of responsibility, and/or through consulting with ITS team members; coordinates implementation of fixes and enhancements. Provides backup for other analysts as required. Responds to critical issues during off hours when necessary.
4. Designs, produces, documents, tests, implements, and maintains Web applications and utilities developed in a variety of languages including Java, PHP, ColdFusion, SQL, HTML, JavaScript and interfacing with numerous data sources such as MS SQL Server, MySQL, Oracle databases.
5. Provides project leadership, coordinating and integrating the work of other analysts, technical personnel and other project participants. Develops project plans, organizes and leads project teams, monitors progress, and evaluates effectiveness.
6. Develops and manages internal procedures, tools, and documents to provide a high level of application integrity and availability and to ensure timely, effective support. This includes writing scope documents, managing source code, and developing technical support standards and procedures.
7. Coordinates work of Programmer Analyst(s) who support PCC district-wide systems and applications. Responsibilities include assignment and review of work, mentoring and training.
8. Coordinates work with systems, database, and network administrators, IT Client Support, Training Team and Helpdesk. Supports users through technical support of the applications, developing procedures and reporting tools, facilitating and coordinating training and other technical support. Creates an environment that promotes end-user self-sufficiency. Works with data custodians and departmental representatives to maintain and enhance information systems across the college.
9. Assists the database administrator in enhancing systems by creating database objects, maintaining security, and migrating and managing data. Assists server administrators by configuring and managing installed applications.
10. Plans work in response to planned changes in infrastructure and vendor application support. Reconciles vendor driven enhancements with user requested improvements to determine appropriate level of vendor vs. in-house work necessary to meet user needs. Manages application life cycles by using key needs and upgrade timelines to recommend and schedule projects.
11. Maintains on-going relationships with vendors. Conducts product evaluations, participates in vendor selection, negotiates price and support options, and fosters vendor partnerships.
12. Stays current with technological developments in software development, systems and application support, as well as management and user support practices. This includes reading publications, participating in mail lists and on-line communities, attending conferences and workshops, and maintaining relationships with colleagues at other colleges and universities.

Minimum Qualifications

Associate's degree in a computer-related discipline required (Relevant experience may substitute for the degree requirement on a year-for-year basis).

Two years of systems analysis experience to include lead responsibilities.

Knowledge of: Web development and/or relational database management including multiple operating systems, compilers, security procedures, and disaster recovery methodologies; all phases of systems analysis techniques, concepts and methods; available system software, hardware and the regulations, structure, techniques and management practices of one or more subject-matter areas.

Ability to: Configure systems to be consistent with institutional policies/procedures and State/Federal guidelines; communicate technical and complex information both orally and in writing, and to influence others toward a stated objective; to effectively train and present materials and coordinate the work of others.
Work Environment and Physical Requirements

Work is performed in an office environment; regular exposure to video screen, electrical and electronic equipment. Requires the need to be continually aware of changing events, situations and technologies and to upgrade skills accordingly. Interruptions and distractions, plus the need to shift attention occur on a regular basis. Learned physical skill is required for keyboarding and use of peripheral equipment. Minimal physical exertion required.

Special/Preferred Qualifications:
Preference will be given to applicants with additional education beyond the minimum qualifications.

1. Has strong web programming and development skills (Java, PHP, ColdFusion, JavaScript, HTML, CSS)
2. Demonstrates expertise in building web applications using current web standards and meeting accessibility requirements
3. Familiar with supporting web server environment (IIS, Apache, Tomcat)
4. Has experience implementing and supporting third-party web applications
5. Has significant web development experience for large organizations
6. Shows evidence of having successfully worked as part of a development team
7. Demonstrates effective communication skills
