Job Summary:
Portland Community College is accepting applications for the Vice President of Student Affairs.
Under the direction of the District President, the Vice President of Student Affairs provides overall strategic leadership for the development, delivery, and coordination of District-wide student support services in alignment with the College's mission, values and strategic plan. This is a new position for the PCC District and will provide an exciting opportunity for a leader to shape the future of Student Affairs at PCC, and build new structures and processes in collaboration with experienced professionals dedicated to serving our students and faculty. Thus, the successful applicant must be a visionary, strategic, collaborative and innovative leader and team member. Academic and Student Affairs had previously been combined into one position and this job opportunity is part of an innovative effort toward equitable student success.

Responsibilities/Duties:
Duties and Responsibilities

1. Provides District-wide vision and leadership for the development, implementation, assessment, maintenance, and integrity of essential student services and coordinated delivery.
2. Directs the ongoing evaluation and revision of College standards, policies, and procedures that address the most effective and student-centered delivery of student service programs and that support the college mission.
3. Supervises management, confidential, paraprofessionals, technical/support and classified staff and performs both direct and indirect supervision through subordinates. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary.
4. Works collaboratively with College leadership to develop, interpret and implement policy.
5. Administers compliance with all student services laws, regulations, and administrative procedures.
6. Works collaboratively with leadership teams for campuses and centers to advance student support, faculty engagement, and program development.
7. Leads the development and implementation of data-informed strategies to improve strategic enrollment, retention, progression, graduation, job placement and transfer pathways.
8. Works directly with senior District and campus leadership and in close collaboration with the Vice President, Academic Affairs to guide and monitor College-wide implementation of student related initiatives.
9. Participates as a member of the College's management team that integrates educational, fiscal, technological, facilities, and personnel planning to ensure achievement of the College's vision and mission.
10. Serves as the chief Student Affairs resource for the College.
11. Appoints college-wide ad hoc committees and task forces as needed.
12. Develops and maintains effective collaborative relationships with agencies and institutions at the state, regional, and national levels.
13. Designs and coordinates internal and external assessments to identify current and emerging economic, social, political, and technological trends and issues that may impact students and/or the College.
14. Leads and makes operational elements of the College's strategic plan related to Student Affairs.
15. Plans, develops and implements assigned budgets within fiscal guidelines.
16. Advises leadership on higher education issues and implements strategic analysis as directed.
17. Identifies and secures college-wide grants that strengthen and expand the College's educational opportunities.
18. Participates as the College representative on national, state, regional, and other external committees as appropriate.
19. Performs other duties as required.

Minimum Qualifications:

Minimum Qualifications

- Master's degree from an accredited institution

- Eight (8) years of progressively responsible leadership experience which includes higher education or state agency experience, of which three (3) years are at the senior level.

Special/Preferred Qualifications:
Preferred Qualifications

- Demonstrated understanding of the complexities within a large, diverse, multi-campus educational institution similar to Portland Community College

- Doctorate degree from an accredited institution

- Demonstrated success in working collaboratively on major change initiatives

- Significant experience in senior leadership in student affairs leadership positions

- Experience and knowledge of student development theory and practice
