Program Specialist

Job Description: Attends and participates in required professional development offered by the State Early Educator Support, Licensure and Professional Development Office: orientation, teacher evaluation, Mentor and Evaluator reliability training. Follows all guidelines outlined in the EESLPD protocol. Collaborates with Regional Lead and Lead Project Coordinator to meet the needs of ECU-EESLPD office and teachers served. Communicates with evaluator(s) assigned to teachers being mentored in order to provide feedback and information about teacher progress. Provides consistent, ongoing support, communication, resources and feedback for teachers onsite in classrooms and via other means (phone calls, emails, videotapes and other web-based technology. Observes, assesses and supports needs of assigned teachers and assists teacher in developing a Professional Development Plan (PDP) within the first quarter of the Beginning Teacher Support Program (BTSP). Provides guidance in completion of Mid and End of Year PDP by teacher. Assists in ensuring tasks are completed in NCEES/Home Base in a timely manner for each teacher served. Guides teachers in appropriate content pedagogy, learning environments, planning and assessment, instructional strategies, leadership development and family/community/school relationships, as evidenced by formal observation and summative evaluation results. Conducts observation visits of teachers, based on teacher needs that are assessed in collaboration with the assigned Evaluator, using the NC Professional Teaching Standards. Offers support, guidance, facilitation of research-based, effective teaching practices, role modeling and teacher conferences, based on assessed needs. Conducts monthly conferences with teachers and nonpublic school site administrator (director) and establishes or connects each teacher to PLC meetings for all teachers served. Classroom-based Mentor ensures that Mentee(s) are connected with PLC in program or county. Arranges staff development opportunities to support assigned teachers' Professional Development Planning process in consultation with Regional Lead and community agencies. Supports/coaches partner agency administrators in their role as mentor. Participates in recruitment of new partners. Maintains contact logs documenting teacher observations, strategies, other related activities, and action plans and submits as requested by Regional Lead and/or Lead Project Coordinator. Assists with development and delivery of professional trainings as needed. Attends meetings (regional and statewide) as required. Performs other duties as assigned.


Minimum Qualifications: Minimum of BA/BS degree in Early Childhood Education or related field (including but not limited to child development, family and consumer sciences, elementary education, or special education). Three years as a successful lead teacher in a Birth through Pre-K age classroom. Experience with the NC teacher education and licensure system, NC State Board of Education policies, training, mentoring and evaluating (pre- or in-service level) early childhood teachers."
