SURGERY - - CLINICAL ACADEMIC DEPARTMENT ADMINISTRATOR

Job Description: The primary purpose of the Clinical Academic Department Administrator is to provide healthcare administrative leadership, oversight, management and direction to the business, clinical, educational, and research operations of the Department of Surgery, Brody School of Medicine at ECU.

Responsibility for determining operations, business, and administrative system goals and objectives to meet the goals of the Department and that are consistent with BSOM and VMC.

Developing short and long-term plans, directs, and controls administrative activities in achieving goals.

Identifying opportunities for business and financial growth and improvement.

Developing business initiatives for financial soundness and mission alignment.

Leading the development and oversee the execution of the Department's strategic plan that includes clinical operations, teaching and research.

Developing the appropriate resources to support the faculty; negotiate clinical and research funding, space allocation, capital equipment, and personnel support.

Working with Chair to negotiate and execute various professional services contracts.

Responsibility for the planning, execution, and monitoring all financial operations of the Department including the establishment of financial goals and priorities, budget development, productivity and operational expectations, profit and loss statements, financial performance feedback mechanisms, etc.

Managing the funding sources including ECU Physicians Practice Plan, State, Grants, Contracts, and Medical Foundation.

Reviewing historical data, conduct trend analysis for revenue and budget allocations from all funding sources.

Reviewing research/grant proposals and research/grant submissions before submitting to the Office of Sponsored Programs.

Working closely with ECU Physicians and VMC leadership to ensure maximum reimbursement, managed care rates, fee schedules, etc

Oversight responsibility for all administrative and clinical support staff of the Department including probationary actions and terminations.

Supervision of functional areas including Business Services (Accounting, Personnel Management, and Division lead Administrative Support), Clinical Business Services (Coding, Clinical Financial Reporting), Outpatient Clinical Operations, and Planning and Development.

Collaborating with clinical leadership on staffing models, best practices, benchmarking, etc.

Responsibility for the development of standard operating procedures for the Department.

Oversight for all hiring procedures and employee relation functions within the Department including salary recommendations, adjustments, and in-ranges, etc.

Providing consistent leadership to staff to prevent and/or resolve problems quickly.

Serving as the primary liaison/representative for the Department within the School, University, VMC, and other external entities and agencies.

Responsibility for bid specifications for capital equipment for Department, facility planning, and materials and supplies which are needed to support the teaching, research, and patient care.

Responsibility to bid the equipment by University Purchasing guidelines through Materials Management. The range of equipment to be purchased will include: lab, surgical, and research equipment; office and furniture equipment; computer/communication equipment; and all consumable supplies for the clinical areas.

Responsibility for the management of facilities and space needs for the Department. These spaces will include clinical space, research space, administrative space, lab space, operating rooms and bed space for patients.

Serving as a liaison with VMC to negotiate space needs within Vidant Medical Center.

Managing negotiations with outside agencies for contracts and space needs for outlying surgical specialty clinics


Minimum Qualifications: Master's degree in business, finance, economics, accounting, management, human resources, hospital administration, or a related field and 5 years related experience - - or - - Bachelor's degree in business, finance, economics, accounting, management, human resources, hospital administration, or a related field and a minimum of 7 years of management-level experience in the full range of administrative and financial functions of an academic department in higher education or a health care setting.

Thorough knowledge of the health care revenue cycle and proven health care leadership experience in financial management, development, physician relations/recruitment, organization and planning, and human resources are required.
