ASSOCIATE VICE CHANCELLOR FOR HUMAN RESOURCES

Job Description: The CHIEF HUMAN RESOURCES OFFICER (CHRO) plans and directs HR functions for East Carolina University and provides long-range strategic vision for developing and managing a high performance work force. The CHRO establishes goals, systems and controls to ensure that human resource programs are aligned with the University's strategic objectives and carried out in accordance with relevant laws, rules, and regulations. Reporting to the Vice Chancellor for Administration and Finance, the CHRO is charged with creating and maintaining a highly progressive HR function and is responsible for the design, development, delivery and evaluation of all human resource programs for East Carolina University.

Key Responsibilities
-Serve as chief advisor in the development and implementation of strategic vision, goals, policies and systems to meet the current and future HR needs of the university. Lead the University divisions in cooperative policy and process decision-making. Align HR strategy, policy, and practice with the University's strategic priorities.
-Provide leadership and strategic direction for HR services, programs, and activities individually and in collaboration with the HR management team, including non-faculty EHRA administration, employment, benefits, compensation, human resource development, HR information systems and operations.
-Act as the chief spokesperson for the university on all HR related matters.
-Anticipate and manage change. Develop effective alignment of organizational and individual capacities.
-Foster an institutional culture and climate that promotes high performance in an intellectually and socially diverse environment.
-Develop and maintain highly effective relationships with University leaders, faculty and staff. Promote integrated activities via collaboration
-Implement comprehensive human asset planning, including effective talent and competency management.
-Develop key performance metrics and assess the delivery of human resource services.
-Ensure that modifications and corrective measures occur to improve effectiveness and efficiency and meet changing institutional needs.
-Represent the university on various management teams, statewide boards and committees, and national or regional organizations. Act as primary liaison with the UNC General Administration and the Office of State Human Resources on HR issues impacting the university. Actively participate as a member of the university's Administrative Management Team.


Minimum Qualifications: An advanced degree in a relevant discipline and minimum of five years of current and increasingly responsible human resource experience is required.
