Dir. of Contracts, Purchasing & Aux. Enterprises

Basic Function

Director will manage contracts, purchasing, and auxiliary enterprises for the College. This will include obtaining all services, supplies, materials, and equipment at the best cost/benefit to Guilford College consistent with the standards of quality, performance, service, and availability which will best meet the needs of the College. This will include the management of contracts for the College. This will include managing the auxiliary enterprises of the College including bookstores and on-line stores in conjunction with Marketing & Communication.

Duties and Responsibilities

•Manages the contract function of the College including maintaining control over contract renewals and extensions. Coordinates with outside attorneys to review contracts as necessary. Assures all contracts have the appropriate legal protections and insurance to minimize risk to the College.
•Promotes competitive purchasing practices to keep costs at a minimum and to give interested vendors an equal opportunity to supply goods and services.
•Supports contract negotiations campus wide.
•Awards vendors with the lowest responsible and responsive quotation or bid unless, in the judgment of the Director the best interests of the College would not be served by such an award. Whenever possible, purchases will be grouped together to take advantage of quantity discounts.
•Utilizes the various buying consortiums to obtain the best rebates and pricing available in higher education.
•Utilizing the on-line purchase requisition system, assures that proper authority approval is updated in the system.
•Provides advisory and consultative services in such areas as product studies, product evaluations, product/service specifications, price comparisons, purchases, user/vendor mediations, and training, as well as works with various departments in arranging demonstrations of products or equipment. Oversees annual year-end reviews and ad-hoc reviews requested by faculty/staff to ensure that the College receives the best goods and services at the best pricing.
•Authorizes blanket purchase orders, open purchase orders, and not to exceed purchase orders that are issued and reviewed annually at appropriate time frames.
•Manages the bookstore and on-line stores in conjunction with Marketing and Communication.
•Assists the Associate Vice President for Finance in the management of the insurance program
•Supervises part time and seasonal employees and student workers
• Oversees preventative maintenance contracts for all equipment including computers, printers and other IT equipment and provides support to IT & S
• Monitors open encumbrances on a monthly basis and closes at year end if appropriate.
• Maintains equipment and vehicle lease schedules and schedules of vehicle Insurance, Title and Registration paperwork.
• Coordinates with all departments the sale, disposal, or transfer of all excess equipment or supplies.
• Performs other duties as assigned.

Minimum Qualifications

Requires a minimum of an undergraduate degree, preferably in business related field. Must have 10+ years of experience at Director or Assistant Director of Purchasing level. Must have a minimum of 5 years contract management and negotiation experience. Must be computer literate. Experience must include a strong customer service orientation and excellent communications, planning, organizing and coordinating skills. Individual must be able to successfully interact with all members of a diverse community. Experience in a higher education environment or equivalent required. Experience with the Banner Purchasing Software System is a strong plus.
