UNC Charlotte is North Carolina's urban research university.  Located in the state's largest metropolitan area, UNC Charlotte is among the fastest growing universities in the UNC System with current enrollment exceeding 29,000 students.  Treasury Services provides financial management, administration, and departmental assistance for supporting programmatic funds (exclusive of state appropriations) for the University including funds from University endowments and trust funds from the affiliated organizations. The department provides central accounting services to the financial affiliates which are The University of North Carolina at Charlotte Foundation, The University of North Carolina at Charlotte Athletic Foundation, The University of North Carolina at Charlotte Investment Fund, Facilities Development Corporation, and Ventureprise.

 

ABOUT FINANCIAL SERVICES

Financial Services at UNC Charlotte was established within the Division of Business Affairs to provide central accounting and budgeting services for the University and its affiliated entities. The departments within Financial Services are Budget (including Central Funds, Capital Accounting and Position Control); Controller (including Accounts Payable, Bursar’s Office, Cashiers, General Accounting, Payroll, and Financial Reporting and Fixed Assets), Materials Management (including Purchasing and Receiving & Stores) and Treasury Services.

 

RESPONSIBILITIES

The Director of Treasury Services is responsible for all the finance and accounting operations and endowment management for the University’s affiliated entities The Director is the University’s liaison to the various Boards of these entities, and serves as the Assistant Treasurer to the UNC Charlotte Foundation. The Director is the debt manager for the University’s debt portfolio, and any debt transactions of the affiliates. 

 

The primary responsibilities of the Director of Treasury Services include the following:

  • Benchmark, monitor, and report investment performance as well as create forecasts and projections, and interface with investment firms and University colleges/departments.
  • Manage the accounting function for endowment funds to include reconciliations, year-end reporting, balancing, providing financial statements and footnotes relating to investments, assisting with the audit processes for the University as well as the affiliated entities, and completing and filing the necessary tax returns for the affiliated entities. The Director also provides data for endowment records to include (but not limited to) calculating the month end market values and unit share prices, monitoring the changes in endowment agreements, and calculating annual payout to individual endowment spending funds. The Director provides investment data for the Vice Chancellor for Business Affairs, the Vice Chancellor for University Advancement, the Chancellor, the Board of Trustees, and for the Boards of the various affiliated entities.
  • Monitor and resolve issues with outside investment firms, managers, and consultants.
  • Provide direction, training, and support to University units and the affiliated entities on endowment management-related matters and processes. Research and make recommendations for endowment and investment best practices and records management.
  • Collaborate with the Division of University Advancement to provide information necessary for producing annual reports for donors and other reports as needed.
  • Responsible for all debt issued by the University and its affiliated entities, including issuing debt, updating the Official Statement, reviewing debt-related documents, and working with the University’s financial advisor, bond counsel, underwriter’s counsel, and the University of North Carolina General Administration to ensure that all System, State, and Federal requirements are met.
  • Identify the timing, need, and structure of additional debt acquisitions and acquire debt at the lowest cost of capital with acceptable terms and conditions.
  • Issue RFPs as appropriate for selection of affiliated entity audit firms, financial advisor, and bond counsel.
  • Work with the University’s bond rating agencies as appropriate to ensure the University maintains or improves its current bond rating. The Director is also responsible for fulfilling the University’s and the related entities’ disclosure requirements.
  • Manage the Office of Treasury Services staff, including hiring, training, setting work assignments and goals, evaluating, and disciplining and termination, if necessary.

 

QUALIFICATIONS

The successful candidate will possess the following: 

  • Master’s Degree in a relevant discipline with at least ten years of experience in increasingly responsible related positions, preferably in higher education or the non-profit sector.
  • Experience with investment management and reporting as well as debt issuance.
  • Experience in process analysis and assessment and project planning.
  • Familiarity with NACUBO’s standards and practices for higher education, and with FASB and GASB financial reporting standards.
  • Demonstrated ability to successfully manage and develop staff, to work collaboratively with multiple constituents, to represent the fiscal affairs operations broadly across, and outside of, the University.
  • Superior interpersonal and communication skills and the ability to think creatively, strategically, and pro-actively.

 

Preferred Qualifications include the following:

  • Leadership experience in endowment and/or investment management and debt issuance is preferred.
  • Preference will be given to candidates with demonstrated success working with affiliated entities in higher education and demonstrating sensitivity to donor relationships.
  • Experience with Banner Financial Systems is preferred.

 

SALARY RANGE

Salary will be commensurate with experience, limited to a range of $110,000 to $130,000.
