Buyer Associate (Bid Preparation Specilaist) - EXTENDED

Salisbury University is seeking qualified applicants for the position of Buyer Associate (Bid Preparation Specialist).

Primary Job Duties: Under general supervision, performs specialized administrative duties in support of a buyer or buying team such as preparing procurement documents and reports, identifying sources of supply, scheduling deliveries and shipments, and issuing orders. Places and expedites small procurement orders. Solicits telephone quotes. Obtains necessary approvals and/or verification of funds from campus control departments. Purchases items utilizing credit card or purchase orders. Schedules deliveries and shipments. Supports preparation of complex invitations for bid and requests for proposals. Attends and records results of formal bid openings. Performs mathematical computations and prepares spreadsheets for bid evaluations. Responds to routine and complex inquiries regarding the application of procurement policies and procedures. Assists clients in completing procurement forms and transactions. Screens inquiries from vendors regarding bids, bid addenda, and bid results, and responds or refers to others as appropriate. Maintains confidentiality of information as required. Receives, files, and assists in processing and distributes requisitions, purchase orders, and other procurement documents. Verifies completeness, accuracy and consistency of data and related reports. Prepares routine correspondence as well as specialized and recurring reports.

Minimum Qualifications: High School Diploma and/or GED. Four years related work experience.

Preferred Qualifications: Experience in public bidding, posting solicitations, and creating purchase orders in an electronic format preferred. Peoplesoft experience preferred. Knowledge of USM procurement policies and procedures preferred. Knowledge of Maryland's Procurement Small Business Reserve and Minority Business Enterprise Programs and Procurement requirements preferred.

Required Knowledge/Skills/Abilities: General knowledge of procurement or related business procedures that include complex technical routines; of basic mathematics, including ratios and percentages; sufficient to accurately perform mathematical business computations. Also general knowledge of modern office practices, procedures, systems and related software to facilitate assigned work; in organizing and executing multiple assignments under specific time constraints. Ability to operate standard office equipment; to communicate effectively both orally and in writing; to prepare written records and reports; to understand and interpret procurement policies and procedures; to provide guidance and training to others; to maintain poise and courtesy under pressure; to handle confidential matters with discretion.

This is a full-time, non-exempt, State position with a full benefits package. Starting salary is $35,728 annually, which is approximately $17.13 per hour. This position is considered essential and will be called upon to provide emergency coverage when necessary.
