Project Manager, Capital Programs - Facilities Services

The Capital Programs Department is responsible for the design and construction of all capital projects for Tufts University, including those traditionally called Deferred Maintenance projects, and capital or programmatic projects funded by academic schools and departments. Working closely with the Facilities, Planning, and Finance Departments, the department executes new buildings, major repairs and renovations for the 5 million plus square feet of buildings and infrastructure on our Boston (Health Sciences in Chinatown and School of the Museum of Fine Arts in the Fenway), Grafton (Cummings Veterinary), and Medford/Somerville campuses. Using best practices for project delivery, the department executes the projects identified by the capital plan, and monitors and reports on the overall program. The department ensures that quality objectives are achieved and resources are effectively managed.

This position reports to the Program Manager for the Medford campus, who reports in turn to the Director of Capital Programs. This Project Manager position is responsible for guiding a collection of capital projects in an entrepreneurial fashion, leading schedule and budget management, procurement and contracting, consultant management, and service to/communications with the many individuals/departments associated with a capital project. Projects may involve science and engineering laboratories and core facilities, utilities and infrastructure repairs or upgrades, classroom or residential renovation, deferred interior or exterior building maintenance, interior fit-outs or rehabilitation, office/lab moves and new construction ranging from $25K to 10M. At the project s beginning, this includes developing programmatic scope, schedule and preliminary budget estimates; maintaining high-quality communications with future occupants and stakeholders, utilizing a shared project management software platform (PMWeb) to track every financial transaction, and obtaining campus and outside regulatory approvals. The Project Manager will work with consultants and stakeholders to develop designs and construction documents, work with Procurement to award external contracts, administer work related construction activities including project cost control and quality assurance, accurately report and document project information.

The Project Manager will apply best practices for comprehensive project risk management and reporting, including oversight of project schedules and budgets from planning through project closeout/turnover. The individual must possess a strong business sense, diplomacy, negotiating skills and familiarity with project management tools and tracking software. Of utmost importance is maintaining high customer satisfaction levels, high quality communications with all stakeholders including senior campus leadership, and completing projects on time and within budget. Additionally, this position will work with others in the Operations Division and the University to satisfy sustainability and energy goals.

Qualifications:

Basic Requirements:
  • 5 years of progressively responsible experience in architecture, engineering, interior design or design/construction management.
  • Experience with project management for a university or an institutional/large-organization owner facility projects, renovation and new construction, preferred.
  • Candidate will have experience managing multiple projects simultaneously from planning and design through construction completion.
  • Bachelor s Degree in construction, architecture, engineering, management, analytics or related field. Master s Degree preferred.
  • It is a baseline requirement for all employees within the Division to support, engage and enliven discussion, solutions and behaviors that promote university investment in environmentally sustainable yet economically defensible models that balance our stature as a prominent environmental steward with our need to deliver preeminent, cost effective education.
  • Microsoft software, database software, Excel, Word, web-based project management systems.
  • Basic familiarity with budget and financial management systems, such as People Soft; CAD systems; project scheduling systems, and project management and reporting software such as PM Web.
Preferred Qualifications:
  • 5 or more years of design and construction project management experience.
  • Familiarity with mechanical, electrical, plumbing and structural and building envelope systems.
  • Familiarity with variety of building types lab, arts/performance, residential, classroom, office, medical, athletics, landscape, veterinary/livestock, parking, etc.)
  • Ability to direct consultants and contractors for design and construction quality.
  • Knowledge of design and construction procurement and contract management, construction document development, competitive bid process, permitting and approvals, and project financial management.
  • Ability to recognize capital or deferred maintenance program opportunities within a specific project.
  • Good basis in computer literacy/ease in picking up new computer programs (i.e. prefer to work on the computer rather than not).

Special Work Requirements:
Coordinates construction site preparedness and response to emergency situations on all campuses as required.
