Manager, Electrical Engineering and Maintenance Planning - Operations, Medford

The Department of Facilities Services is responsible for the efficient and cost-effective operations and maintenance of buildings and utility systems, consisting of approximately 5 million square feet of space on three campuses (Somerville/Medford, Grafton, Boston and the SMFA). This role will initially be based out of Medford, MA.

A broad range of services are provided to support each campus which include the repair and maintenance of the Universities assets, asset renewal, engineering, energy and utilities management, waste management, event management, care of grounds, janitorial and pest services. We are committed to developing the highest standards of quality and performance and dedicated to continuous improvement across the department. This role will be responsible for day to day coordination with these departments and their vendors.

We work very closely with the Department of Public & Environmental Safety coordinating daily operations with Tufts Police, Fire Marshalls, & Environmental, Health & Safety personnel. We also support the planning, design, construction, and turnover processes for major renovations and new construction in conjunction with the Department of Capital Programs. This role will have regulatory, environmental, and safety reporting requirements which are to be coordinated with these departments.

It is a fundamental tenet for all employees within the Operations Division to support, engage and enliven discussion, solutions and behaviors that promote university investment in environmentally sustainable yet economically defensible models that balance our stature as a prominent environmental steward with our need to deliver preeminent, cost effective education. this role may be asked to support facility tours, host data from the controls & Metering systems, share utility planning strategies & Designs, attend or prepare powerpoint presentations for academic purposes.

Electricity, steam, hot water, and chilled water are distributed using both centralized and distributed boiler, chiller, power generation and heat recovery assets. Medium Voltage distribution is provided through 15KV and 5KV infrastructure. The efficiency and flexibility of these plants make them a key part of Tufts sustainability strategy. The Engineering & Utilities team is responsible for supporting the reliable, safe, and efficient operations and maintenance of utility interconnections, substations, transformers, controls, the cogeneration plant, and the electrical distribution systems that connect these electrical systems to Tufts buildings on each campus.

The Manager of Electrical Engineering & Maintenance Planning plays a key role in design, engineering, planning, maintenance, and improving the overall reliability of the electrical generation, transmission, and distribution systems for each campus. Tufts University managers, staff, consultants and contractors supporting the maintenance, repair and upgrade of its electrical assets are required to use Maximo, SKM, Civil 3d, Autocad, and GIS software platforms. This manager will be responsible for using these platforms to maintain accurate records of all electrical assets and associated controls systems. This includes lighting, life safety alarm, toxic gas monitoring, and other low voltage systems. The Manager will work with and lead project teams in a collaborative environment to review, develop and produce technical and financial engineering solutions. Day to day activities include the inspection and development of power distribution, electrical protection, emergency and standby power system critical alarms, major faults, anomaly detection, long term trending, load shed, load restore and prioritizing service technician/contractor dispatch. Field inspection of contractor work, supervision of consultant work, and oversight of select internally staffed projects, including planned and unplanned outages, will also be part of the typical workweek. The Manager will update and maintain Tufts University design guidelines and construction standards at least once a year as code, technology, infrastructure, and maintenance practices evolve with each campus. Experience with software tools such as SKM and/or other electrical system modeling software is required. Successful candidates will have a degree in electrical engineering and at least ten years of experience in Electrical System engineering & design. A professional engineer designation from the US or another country is preferred. Experience with a utility or utility type organization is preferred.


Qualifications:

Basic Requirements:

  • B.S. in electrical engineering
  • 15 years of relevant experience
  • P.E. required
  • Proficient experience with modeling electrical power analysis and protection using SKM including Arc Flash Analysis and Relay Coordination
  • Proficient experience with medium voltage design, engineering, construction, maintenance, and planning
  • Proficient experience with configuration and troubleshooting of DCS/Scada systems
  • Experience with root cause analysis
  • Experience with planned and unplanned outage management
  • Experience with project management and project scheduling tools
  • Strong communication skills including business and technical writing.
  • Proficient with industry standards and codes such as ANSI, NEC, IEEE, NETA, and NFPA
  • Experience collaborating with and personally building pro-active & collaborative teams dedicated to working together for the betterment of the institution.
  • Self-starter focused on continuous improvements and executing transformative change.


Preferred Qualifications:

  • Job related experience at an institute of higher education, healthcare, public or private utility
  • Experience as an expert witness for electrical system defects, degradation and/or operator error
  • Education or experience with computer engineering and/or computer programming
  • Education or experience with developing data historians, analytics, and machine learning tools
  • Experience with low voltage systems, lighting, fire alarm, security, and telecommunications.
  • Experience with ATC, BAS, EMS controls systems.





Special Work Schedule Requirements:

Due to the responsibilities of the Facilities Services Department working off hours during snow storms, weather events. Planned outages and related emergencies is required.
