Director Budget Services

The Office of Budget and Planning provides hands-on budgeting and financial planning, cost analysis expertise and guidance in support of aligning resources and strategic priorities by senior leaders and the Board of Trustees. The Office engages in enterprise-level planning integrated with school and unit-level long-range financial plans to better facilitate development of operating and capital budgets including facility and fundraising plans. The Office is comprised of a team of directors and analysts who support school deans, vice presidents, department chairs, and other senior leaders. In addition, specialized financial analyses, development of fringe benefit rates, service center rate guidance and indirect cost proposals in support of the University s research and academic missions are a key component of the services of the Office.

The Director reports to and supports the Executive University Budget Director in leading the operation of the Office of Budget and Planning. In this senior role, the Director regularly engages with University leadership and the Fletcher School of Law and Diplomacy and their teams. The Director s responsibilities span budget development, analysis and management for much of the University s administrative organization and one of the world s leading institutions of international relations, and playing a leadership role in the Finance organization on debt planning for the University s capital plan.

The Director s primary responsibility is to serve as the lead finance professional to the President s Office, Provost, Executive Vice President, University Vice Presidents of Human Resources, Finance, Information Technology, University Relations and Advancement, Senior Director of Tufts Support Services, and the Executive Associate Dean (EAD) of the Fletcher School. The Director is responsible for working closely with Finance leadership on developing debt service budgets and analyses in support of the University s capital plan.

The Director will develop strong knowledge of the Vice Presidents and Fletcher School s lines of business, strategies and fundamental economics. In support of the VP s and senior leadership offices and the EAD, the Director develops a budget and five-year plans for allocating available resources to program priorities. The Director provides information and advice to University leadership and the Fletcher School EAD and their teams and continually assesses the financial risks and funding options for the areas and school. The Director works with the leadership of the Finance team on developing long-range financial plans and analyses for its units and school. In addition, the Director will engage Finance and school leadership in a review and enhancement of the university s central assessment model that allocates central administrative costs to school budgets.

The Director manages five staff (three Senior Analysts and two Analysts) and ensures quality service to Budget and Planning customers in the VP areas and school. Throughout the role, the Director understands and navigates the interests of senior leadership and the Fletcher Schools faculty, staff, other associate deans with leaders in central administration. Both the University and the School are undergoing fundamental change. The Director will need to manage his/her team in a time of change and adapt to evolving school policies and organizational and financial structures and, more broadly, to Budget and Planning and university cost-saving initiatives for technology, research administration, transactional services in human resources and finance, and other administrative functions.


Qualifications:

Basic Requirements:
  • BS/BA Accounting/Business or related 7 years experience with budgeting and financial management.
  • Demonstrated experience working in an advisory capacity to senior leaders.
  • Demonstrated experience managing staff.
  • Excellent communication skills.
  • Astute organizational skills.
  • Strong interpersonal skills.
Preferred Qualifications:
  • MBA or other advanced degree in financial management, public administration or related strongly preferred.
  • Higher education, non-profit, government or healthcare industry experience.
  • Experience managing enterprise-level information systems.
  • Experience with change management.
