Director of Benefits and HRIS

Under the direction of the Chief Human Resources Officer, the Director of Benefits and HRIS sets the strategic direction for the College’s employee benefit programs and HRIS functions.  Provides vision, leadership, and management of the benefits programs and the HRIS to meet the College’s current and future operational needs.  Provides support to Folger Shakespeare Library, Washington D.C., in benefits matters.  Investigates current trends, practices and costs; ensures ERISA and applicable regulatory compliance; leads the Human Resources team on data preparation, analysis, and coordination of employee data and reporting.  Takes appropriate actions to support a diverse workforce and participates in the College’s efforts to create a respectful, inclusive, and welcoming work environment.  The Director of Benefits and HRIS reports to the Chief Human Resources Officer and is responsible for the supervision and development of three staff members. 

 

Key Responsibilities 

  • Manages all benefits programs, policies, and procedures for group health/vision/dental coverage, life insurance, disability insurance, sick leave, retirement, leave of absence programs, ADAA accommodations, etc.
  • Directs the implementation and maintenance of employee benefit programs.
  • Designs, recommends, and evaluates benefits changes and enhancements based on the needs of the College and regulatory compliance. 
  • Assists in the development and implementation of procedures, policies, and associated practices in accordance with College standards and legal requirements.
  • Keeps abreast of and monitors new developments, trends, legislation, and rules and regulations.
  • Administers retirement plans; reviews premium payments; maintains contracts and files relating to programs; assures reporting requirements are met.
  • Monitors annual maximum retirement plan contribution levels.
  • Prepares periodic reports, filings, and statements in response to internal and external reporting requirements.
  • Compiles benefit comparison data through contact with comparable institutions.
  • Serves on the Benefits and Retirement plan administrative committees.
  • Conducts special projects and analyses.
  • Supports the College’s efforts to create a respectful, inclusive, and welcoming work environment.
  • Develops and designs group communication efforts for benefit plans.
  • Counsels employees on an individual basis; responds to employee inquiries; provides guidance in policy interpretation, and resolves issues.
  • Conducts pre-retirement planning and counseling.
  • Participates in on-going negotiations with insurance carriers, including set up of financial arrangements and plan design components; prepares studies and analyses; recommends and coordinates plan changes.
  • Acts as liaison with insurance carriers, counsel, actuaries, consultants, and various other parties with respect to program development, clarification, and administrative problem areas.
  • Manages the HRIS function, including data input, data management, reporting, and survey data. 
  • Partners with the applicable parties to manage and implement changes to the ERP system.
  • Researches and recommends solutions to meet requirements and/or solve problems.

 

Required Qualifications

  • Bachelor's Degree
  • 5 -10 years of direct experience in benefits administration
  • Strong analytical and problem solving acumen with the ability to think strategically
  • Proficient in Microsoft Office, particularly Excel and Word, and able to learn new software programs
  • Experience with HRIS systems including implementation, system upgrades and enhancements, and data management
  • Excellent oral and written communication and  interpersonal, customer service, time management, and project management skills
  • Supervisory experience
  • In-depth knowledge and understanding of Employee Benefits Administration, including knowledge of: Medical, Dental, Life, Vision,  STD, LTD, FSA, Leave, Defined Contribution and Benefit Plans
  • Knowledge and familiarity with FMLA, ACA, HIPAA, ERISA and ADA
  • Prior experience working with and contributing to a diverse workplace

 

Preferred Qualifications

  • Bachelor’s Degree in Human Resources or a related field
  • PHR or SPHR, SHRM-CP or SHRM-SCP Certification
  • Experience with Datatel/Colleague
  • Experience with reporting systems
  • Knowledge or experience managing compensation systems
