Director of Labor and Employee Relations



Function:
Under the direction of the Chief Human Resources Officer, the Director of Labor and Employee Relations plays a lead role in the administration and enforcement of collective bargaining agreements, handling grievance, discipline, dispute resolution, training, and employee relation's communications. The Director is also responsible for assisting in the management and administration of programs, policies, and procedures related to attendance, performance, discipline, the unemployment insurance program, and employment processes administered by the Office of Human Resources. The Director will provide direction and guidance to all levels of supervisory and managerial staff to ensure a customer service-oriented approach, and support the CHRO in accomplishing the goals of the Division of Human Resources.

Essential Responsibilities:
1. Manage all collective bargaining agreements. Interpret contract language and provide guidance for all employee levels of the College. Manages the details of the union and the staff complaint/grievance procedures, ensures compliance with College and/or contract requirements.

2. Provides advice and counsel to management staff and employees for any issues that arise in support of College ethics and values, and regarding personnel practices, policy and employment laws to ensure consistent interpretation and implementation of human resources policies and procedures. Provides recommendations that effectively resolve problems, by using judgment consistent with standards, policies, and procedures that support remaining in compliance with Federal, State, and local employment law and College policies.

3. Investigate personnel complaints regarding working conditions, disciplinary actions, and employee and applicant appeals and grievances. Provide guidance and recommendations for problem resolution to departmental officials and individuals.

4. Manage employee counseling, performance evaluation process and performance improvement issues, conducting progressive discipline, investigations, leaves of absences and providing coaching to managers and employees for any issues that arise.

5. Assist CHRO in development, implementation and administration of department processes to ensure robust quality controls that lead to a high degree of accuracy, efficiency, and compliance. Builds relationships with all employees in order to foster a more open and communicative environment, and provides support to all employees in relation to understanding College policies.

6. Work closely with the CHRO to consistently find ways to enhance the working experience of employees, improving morale and increasing engagement.

7. Participate in contract negotiations with College bargaining units.

8. Design and deliver training for employees, supervisors, managers, and local human resource managers pertaining to employee relations and related compliance (e.g., training concerning policies, procedures, collective bargaining agreements, and/or applicable state and federal legal requirements).

9. Analyzes internal trends, as well as external market forces, to strategically improve morale, increase retention and foster a respectful, team-oriented culture.

10. Responsible for employee recognition / retirement events, and fall and spring convocation events.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Required Qualifications:
1. Bachelor's degree (BA/BS) from a four-year college or university in Labor Relations, Industrial Relations, Organizational Development, Human Resource Management or a related field; or equivalent combination of education and/or experience.

2. A minimum of 5-7 years of experience in the area of Labor and/or Employee Relations, with all or a portion thereof in higher education.

3. Experience in a union environment with multiple collective bargaining agreements, as well as knowledge of EEOC, FMLA, FLSA, ADA, Title VII, etc.

4. Comprehensive knowledge of state & federal employment and safety laws, the National Labor Relations Act and the National Labor Relations Board.

5. Excellent interpersonal and communications skills, utilization of tact and diplomacy and the ability to work effectively with a wide range of constituencies in a diverse community and accomplished presentation skills.

6. Ability to interpret contract language, effectively participate in contract negotiations,

7. Experience is utilizing a computerized HRIS system, advanced skills in the use of databases, spreadsheet applications and word processing, preferably with Microsoft Office applications.

8. Ability to work independently with minimal supervision, to prioritize, plan, and organize multiple responsibilities, including but not limited to establishing and meeting deadlines, multi-tasking and adjusting to ever changing priorities in a fast paced and sometimes stressful environment.

9. Highly effective organizational skills and customer service in a team oriented environment utilizing a collaborative work style approach in carrying out assignments.

10. Demonstrated ability to independently analyze, anticipate impact and make decisions and recommendations regarding programs, procedures, policies and operations with regard to areas of responsibility where specific guidelines do not exist. Then interpret, apply and explain these various programs, procedures, policies and operations to administration, staff, faculty and students.

11. Evidenced ability to make independent decisions; maintain strict confidentiality and to exercise considerable discretion, diplomacy and sound judgement.

12. Possess the skills to develop policy and procedural documentation.

13. Demonstrated ability to communicate clearly and effectively, both orally and in writing; including ability to independently draft and compose written correspondence and reports with thorough knowledge of English grammar, punctuation, and spelling, including exemplary proofreading and editing skills. Completion of work product that is accurate and thorough to ensure a high quality product, advice or interpretation.

14. Demonstration of interest, ability and/or experience promoting cultural competency and/or diversity and/or inclusion.

15. Experience in gathering data, compiling information, conducting evaluative and analytical review and preparing reports for management review.

Desired Qualifications:
1. Extensive knowledge of the policies and practices involved in personnel and human resources functions, as well as demonstrated experience in the practical application of those practices in a complex public sector, academic, or human resources environment.
