Vice Chancellor for Human Resources

The University System of Georgia is accepting applications for the Vice Chancellor for Human Resources.  This position provides strategic leadership for attracting, developing, recognizing and retaining a talented, diverse, and highly-effective work force. Key areas of responsibility include talent acquisition, talent management and retention, workforce training and development, employee relations, compensation and benefit management, HRIS system design oversight and regulatory compliance.  The position reports to the Executive Vice Chancellor for Administration and serves as a member System Office executive leadership team and the key HR advisor to a broad range of constituencies including the Chancellor and other System Office leaders as well the Board of Regents and USG institutions. 

The ideal candidate will be a highly collaborative, results oriented, innovative and progressive HR leader with extensive Human Resources experience coupled with a passion for and commitment to public higher education. Their background should include proven strategic leadership ability and demonstrated knowledge and success with enterprise Human Resources strategy and service delivery at an organization of comparable scope, scale and complexity.   The Vice Chancellor must be adept in fostering a culture of collaboration, mutual respect, innovation, and continuous improvement. The successful candidate will provide leadership in all matters related to human resource policy, talent management and human capital development.

MAJOR DUTIES:

  • Develops and drives a comprehensive HR strategy for the USG's efforts to attract, hire and retain the highest quality talent.
  • Establishes and implements HR policies, programs and services that align with and support the USG mission and strategic vision.
  • Function as a strategic advisor to the executive/senior management within the System Office and across institutions regarding key organizational and management issues.
  • Ensures that talent systems are efficient and effective at meeting system-wide human capital goals; 
  • Provides overall leadership and guidance to the USG HR function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits.
  • Remains abreast of national and global trends and issues which have the potential to impact the USG talent strategies.  This includes analyzing relevant data and setting strategy based on key metrics. 
  • Assists, counsels and advises institution chief human resources officers related to all HR policies, procedures, systems and practices.
  • Ensures USG compliance with all federal and state laws and rules relating to compensation, benefits, employment practices, working conditions, health, payroll and other aspects of Human Resources management.
  • Responsible for the quality of service provided by Human Resources including benefits plans financial management.

EDUCATION AND EXPERIENCE REQUIRED:

  • Master’s degree in Human Resource Management, Business, or related area is required;
  • A minimum of 10 years of successful and progressive human resources leadership experience in a large, diverse, and complex organizational setting with at least five years of executive HR experience.
  • Or equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Demonstrates a comprehensive understanding of Human Resource strategy, practices and programs and a thorough understanding of Human Resource-related federal and state laws and regulations.
  • Demonstrates excellent execution and project management skills. 
  • Demonstrates systems thinking and can design systems and implement policies necessary for bringing solutions to scale;
  • A proven record of success in leading, managing and supervising a team of experienced HR professionals.
  • Ability to foster engagement of others and to work effectively and collaboratively with systemwide HR leaders, senior administrators, USG board of regents, faculty and staff.
  • Experience advancing ethical and inclusive work environments.
  • Extensive knowledge of current HR industry standards, trends and emerging issues
  • Experience successfully leading, communicating, and executing large-scale organizational change.
  • Evidence of excellent writing, speaking, and interpersonal communication skills.
  • Knowledge of Board-level governance, functions, relationships and history.
  • Knowledge of HR related federal and state laws, rules and regulations impacting higher education.
  • Knowledge of project management principles.
  • Skill in building effective interpersonal relationships and in dealing with the public.
  • Ability to respond diplomatically to sensitive and critical issues.

PREFERRED EDUCATION AND EXPERIENCE:

  • Previous experience in a Higher Education or State government environment is strongly desired. 
  • SHRM-SCP and/or SPHR certification is a plus
