CONTEXT OF THE JOB:

The Research Office manages all pre-award and post-award aspects of sponsored research, billing and collections of sponsored awards, develops and maintains regulatory affairs programs in fiscal and research compliance subjects, oversees University level research institutes, administers internally funded research programs and facilitates interdisciplinary research. In the Office of Sponsored Programs, manages approximately 1600 proposals annually which result in awarding activities associated with over 700 grants and contracts resulting in $200 million in annual externally sponsored activities on approximately 2,000 plus projects with approximately 250 subawards to be managed. Under limited direction of the Associate Director for Pre-Award, the Subrecipient Specialist will manage the administration of all sponsored program subawards at the University of Delaware. This individual will manage the subaward process and improve efficiency, and educate individuals in the OSP as well as campus regarding subrecipient regulations and policies. Responsibilities include writing and implementing subaward policies and procedures and ensuring established systems and procedures are understood and followed; reviewing the FAR and OMB Circular regulations and changes to ensure that the University's subrecipient policies, procedures and practices are in compliance and current. Write and negotiate subaward agreements with institutions of higher education, state, industrial and foundation agencies/organizations.

QUALIFICATIONS:

Bachelor's degree, Master's preferred, in accounting, finance, business administration or other related area with three years' related experience. Certification from Research Administrators Certification Council, or certifications completed through the Society of Research Administrator International program, and five years' related experience can substitute for required education and experience. Experience with subawards including developing and improving subaward procedures and negotiation of agreements/contracts is preferred Higher education experience preferred Knowledge of OMB regulations and grant funding policies and procedures

Effective oral and written communications, interpersonal, negotiating and organizational skills

Knowledge of university financials system with experience in research administration is preferred. Ability to develop and present educational programs and/or workshops
