Sponsored Programs Coordinator -- Institute for Public Administration

CONTEXT OF THE JOB:

Under the general direction of the Director of the Institute for Public Administration (IPA) and the Director of the School of Public Policy and Administration (SPPA), the Sponsored Program Coordinator is responsible for sponsored research contracts and grants administration for IPA faculty and staff. This includes pre - award preparation and submission of proposals, post-award management of a l l awarded funds, preparation o f financial reports and closing of acco u nts . The Sponsored Program Coordinator interfaces with all UD departments and services, f e deral, state, and not for profit agencies, as well as faculty, students and staff involved in sponsored projects.

MAJOR RESPONSIBILITIES:

• Function as department liai s on for internal and external contacts regarding un i t activities, accounts, personnel, etc. affecting contract and grant administration.

• Act as the Center's pre-award administrator .

• Oversee post-award administration of research grant and contract awards, interpreting sponsor requirements and ensuring compliance with sponsor and University policies. Develop systems to improve timely fiscal contr o l and processing . Provide on-going financial reporting to Principal Investigators.

• Advise staff on fiscal management and sponsor requirements, including forecasting expected financial needs based on cu r rent and pending funds.

• Interface with UD Research Office, federal and industrial sponsors.

• Review monthly accountin g statemen t s to assure expe n ditures are allocated to proper
grants/accounts and against the correct budget categories. Approve expenditures and reallocate expenses to proper accounts as needed ensuring compliance with College, University, f ederal and sponsor policies and proce d ures.

• Contribute to the design and development of departmental business procedures and electronic tools as part of the department's financial team (accounting, data management, work processes, etc.).

• Prepare and maintain the Labor Allocation Module (LAM) system allocations for all faculty to ensure timely distribution of effort for academic workload and specific program sponsored research activity.

• Acts as the Center's effort certification administrator and works with the UD Research Office to reconcile changes to the funding distribution on Effort Reports.

• Utilize the University's contract and grants management system to ensure accurate and timely reporting and management of awards.

• Provide project/grant reconciliation and work with respective units on campus on closeouts, including preparing cost transfers to remove unallowable costs and over-expenditures.

• Assist with preparation, maintenance, and monitoring of Centers' budgets.

• Anticipate and proactively resolve complex issues as they relate to financials and contracts and grants.

• Acts as manager for the Centers' Purchasing Cards.

• Maintain records retention for financial data.

• Perform miscellaneous job-related duties and projects as assigned.

QUALIFICATIONS:

• Bachelor's degree in Business Administration, Accounting, Finance or a related field with two years job-related experience, or equivalent combination of education and/or experience.

• Knowledge of cost analysis techniques.

• Ability to analyze budgetary expenditures for compliance with approved budgets is required.

• Ability to communicate effectively with a wide range of constituents on a variety of financial management topics.

• A high level of independent judgment, critical thinking, and decision making are required.

• Requires the ability to work independently.

• Must have strong organizational skills and attention to detail.

• Ability to handle multiple tasks simultaneously.

• Ability to interact well with people of all ages and diverse backgrounds.

• Ability to interpret, adapts, and apply guidelines and procedures.

• Knowledge of the University Cost Accounting Standards Guidelines and the Cost Principles for Educational Institutions (Circular A-21).

• Working knowledge of University systems: Financial System, including UDataglance; PeopleSoft; Labor Allocations Module; Effort System; WORKS; and Web Forms.

• Ability to plan, organize, implement, evaluate, and modify administrative support.

• Ability to retrieve, organize and analyze data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.

• Ability to develop, plan, and implement short and long-range goals and to adjust in a deadline-driven environment.

• Knowledge of PeopleSoft required.

• Requires intermediate computer skills to quantify and illustrate complex reports, comparisons, impacts, and/or projections (includes but is not limited to proficiency with spreadsheet, database and word processing).

SPECIAL REQUIREMENTS:

• Must complete required training sponsored by the University Research Office within one year of assignment in a contract and grants administration position.

• Certified or actively working towards certification in Research Administration by a nationally recognized research certification organization within one year of date of hire.
