Program Manager, NLCDD

PAY GRADE: 31E

CONTEXT OF THE JOB:

The Department of Human Development and Family Sciences (HDFS) within the College of Education and Human Development is an interdisciplinary department with undergraduate and graduate programs that require a close working relationship with the State of Delaware, Federal Agencies, local school systems, and numerous Health and Service agencies.

The Department houses the National Leadership Consortium on Developmental Disabilities (NLCDD), a partnership of fifteen national developmental disabilities organizations. The goal of the National Leadership Consortium is to assure the quality and commitment of the next generation of leaders for government and nonprofit organizations serving people with developmental disabilities. The Consortium is dedicated to building a corps of quality leaders and to the promotion of sound, values-based leadership practices.

The Consortium offers intensive week-long leadership institutes, short-term learning opportunities relevant to nonprofit leadership and management, mentoring programs, both undergraduate- and graduate-level campus-based programs, and a resource-rich website and community of practice all aimed at improving the lives of people with developmental disabilities and their families.

Under the limited direction of the Director of the National Leadership Consortium on Developmental Disabilities, the Program Manager is responsible for overseeing all NLCDD projects. These projects include but are not limited to grant and non-grant funded Leadership Institutes, technical assistance projects, and other grant and non-grant funded projects. In addition, the incumbent will create budgets, contracts, and outline plans for implementation of each of these projects. The Program Manager supervises the Administrative Assistant (Program Coordinator), along with administrative staff, part-time graduate students and select undergraduate student workers. The incumbent with work directly with the CEHD Financial Services Unit to assure accurate and timely reporting of financial information and adherence to relevant UD policies and procedures. This position is a full-time contract and grant-funded position.

MAJOR RESPONSIBILITIES:
  • Develops and administers a marketing plan for the NLCDD.
  • Oversees the coordination, progress and completion of each Leadership Institute and similar activities.
  • Serves as a facilitator of Leadership Institutes as needed.
  • Secures, negotiates and executes contracts for space and lodging for all Leadership Institute activities.
  • Acts as a liaison between the participants of training sessions and the speakers and NLCDD staff.
  • Oversees and assures quality of all training operations and interactions.
  • Revises and assesses trainings based on evaluation, research, and data provided by the Director of Research and Evaluation.
  • Coordinates with all consultants to ensure completion of contract objectives on time.
  • Seeks funding opportunities for future Leadership Institutes and related activities.
  • Develops and maintains relationships with current and potential funders of Leadership Institutes and related activities as well as Leadership Institute speakers and 15 national NLCDD partnering organizations.
  • Drafts foundation grant proposals and proposals for state and federal funding.
  • Determines budgets, performs financial projections, tracks expenses, prepares financial reports and makes recommendations for fiscal adjustments.
  • Uses judgement and discretion to assure compliance with all University and grant required financial activities, reporting and decisions.
  • Researches and develops strategic plans and activities for Leadership Institutes to remain current in:
    • Practices and Topics related to leadership development.
    • Practices and Topics related to the needs of adults with IDD.
    • Topics related to successful meeting planning and training facilitation (including use of technology and adult learning styles).
  • Oversees the design, operation and functioning of the NLCDD website and Community of Practice including coordinating regular meetings with the Director, Faculty Director and Program Coordinator to discuss status, maintenance and updates.
  • Ensures that all Community of Practice information is relevant and up to date.
  • Oversees budgets for all NLCDD projects, project needs and conducts semiannual forecasting to determine NLCDD solvency.
  • Performs miscellaneous job-related duties as assigned.


QUALIFICATIONS
  • Bachelor's degree and five years related experience, or equivalent combination of education and experience. Degree in Human Services or Hotel, Restaurant, and Institutional Management preferred.
  • Experience supervising staff.
  • Ability to establish and maintain good working relationships with funders, sponsors, speakers, and NLCDD partners.
  • Knowledge of the disability field and leadership development.
  • Ability to work effectively in a team setting.
  • Ability to communicate effectively, both orally and in writing.
  • Strong interpersonal skills.
  • Poise and an engaging and empathetic communication style based on natural warmth and enthusiasm.
  • Ability to perform tasks on own initiative.
  • Skill in developing and implementing new strategies and procedures.
  • Skills in use of personal computers and related software applications and computerized information systems, including relational databases, word processing, and presentation software (MS Office).
  • Ability to use mass mail programs and market via social media.
  • Skill in contract negotiation.
  • Skill in organizing resources and establishing priorities.
  • Ability to develop and implement short-and-long-term goals and plans.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Ability to design budgets, track expenditures and prepare financial reports.
  • Ability to work effectively within a diverse community spread out over a large geographic area. Possess strong self-motivation.

  • Strong attention to detail.
  • Experience with grant writing and budgeting preferred.


SPECIAL REQUIREMENTS:
  • Significant local, domestic, and international travel required.
