Manager, Electrical Services

PAY GRADE: 31E

CONTEXT OF THE JOB:

Under limited direction of the Associate Director of Facilities Building Maintenance and Operations, the Manager of Electrical Services oversees and coordinates the safe and efficient operation and maintenance of the campus electrical distribution system. In addition, all elevators, emergency generators, transformers, uninterrupted power supplies, motor control centers, building & exterior lighting, and related contract services fall under the direction of this position. This Manager also plans and implements the corrective and preventive maintenance for all electrical equipment. Supervises and coordinates the activities of unionized technical staff, as appropriate to the needs of the operation. This shop manager position is also a liaison between various departments and contractors for new building commissioning of all electrical systems.

MAJOR RESPONSIBILITIES:
  • Monitor and maintain optimum performance of electrical services, digitally controlled electronics devices, high and low voltage distribution systems, elevators, and related services throughout the UD Community; collaborates closely with other Facilities departments, units, and management levels .
  • Identify, analyze and implement cost effective resolution for routine replacing lamps, receptacles, breakers and chronic non routine maintenance problems (Examples: Upgrading electrical services, repair and/or replacement of sub stations, energy initiatives and transformers).
  • Maintain high voltage (34kV and 12kV) switching and distribution system.
  • Administer and control budgets and contracts totaling about 2 million dollars annually.
  • Develop proposals and specifications for projects and contracts and secures funding as necessary outside of the normal maintenance budget.
  • Assist in the development and revisions of University electrical standards to be referenced for all new construction and renovation of existing buildings.
  • Participate in review of building design plans and specifications for new construction projects with designated Project Planning and Delivery (PPD), Sustainability Energy and Engineering (SEE) staff and/or design engineering firms to ensure compliance with University design guidelines. Ensure that the job related aspects of the buildings will be maintained and operational in a cost effective manner.
  • Report to campus during off-shift hours as necessary to address and coordinate related campus issues and events.
  • Ensure compliance with all applicable state, local and federal codes, laws and regulations and obtains building permits from the City of Newark as necessary.
  • Respond without haste to service inquiries and complaints from the customer base.
  • Participate in developing, implementing, and evaluating work processes, systems and procedures to achieve department goals, objectives, and work standards.
  • Provide day-to-day supervision of unionized personnel and office staff working various shifts and make recommendations for hiring, firing, performance evaluation, training, work allocation and problem resolution.
  • Review and schedule maintenance activities with the user departments and their coordinators. Assess the related needs and technical requests, and ensures the timely completion of services and building equipment preventive maintenance programs.
  • Maintain and update appropriate required reports, manuals, schematics and other systems related documentation.
  • Oversee and advise staff on safety issues and practices, ensure proper training of all personnel including the use of personal protective equipment such as rated voltage gloves, electrical safety, hearing protection, safety eyewear, safety inspections, and emergency response plans.
  • Estimate material and worker requirements to complete assigned jobs and input these into the CMMS system. Assist in budget projections, budget preparation and departmental planning for area of responsibility. Monitors work activities and expenditures to control costs.
  • Utilizes technology based computerized systems to assign & schedule work, provide technical instruction, optimize efficiency, analyze trends, review available records and historical data
  • Develops plans and specifications and manages the construction of assigned projects.
  • Ensure adequate supplies, materials and equipment are purchased for the area per UD requirements; initiates and/or approves documentation related to purchase transactions; recommends and supervises vendors; oversees the ordering process, oversees a vendor managed shop inventory system.
  • Perform miscellaneous job-related duties as assigned.

QUALIFICATIONS:
  • Bachelor's degree and four years' related experience, or an equivalent combination of education and/or related experience. Valid state of Delaware "Master Electrician's License General" and a City of Newark license.
  • Supervisory experience managing and leading multiple crews and multiple jobs in a facilities management environment is preferred.
  • Effective verbal and written interpersonal communication and customer service skills.
  • Ability to work effectively with a wide range of constituencies in a diverse community in which technical/mechanical demands are continuously changing.
  • Ability to directly and indirectly interact with all levels of the University of Delaware community, staff, outside consultants/ contractors, vendors, and City of Newark officials in a professional manner.
  • Demonstrated understanding of current building systems technology and codes.
  • Knowledge of state and federal safety requirements pertaining to facility operations.
  • Strong analytical problem solving skills.
  • Working knowledge of electrical trades, elevators, digitally controlled devices, transformers, motor control centers and high voltage equipment.
  • Must be able to discern colors.
  • Ability to supervise and train assigned staff including organizing, prioritizing and scheduling work assignments.
  • Ability to develop and maintain record-keeping systems and procedures, and basic computer skills to include but not limited to proficiency with word- processing, spreadsheets and database.
  • Ability to be assertive and tactful.

SPECIAL REQUIREMENTS:
  • Work involves moderate exposure to unusual elements, such as loud noise (related to construction activities and power tools), extreme temperatures, dirt, dust, gases or fumes, electricity/high voltage, radiation, smoke, asbestos, bio-hazardous diseases and vibration. Environment involves minimal exposure to physical risks, such as operating dangerous equipment or working with high voltage. Appropriate personal protective clothing must be worn when necessary.
  • Individual must have valid driver's license and regular access to private, reliable means of transportation in order to maneuver throughout the Newark campus and Wilmington locations. This position is identified as essential to the operation of the Facilities & Auxiliary Services organization.
