Financial Analyst I, College of Agriculture and Natural Resources

PAY GRADE: 30E

CONTEXT OF THE JOB:

Under general direction of the College Business Officer, the Financial Analyst I performs complex financial/budgetary projections, analyses of actual activity, and cost feasibility studies to facilitate decision-making and planning. This position serves as a liaison between CANR departments and the Dean's Office, as well as with the central University Budget and Finance offices. The incumbent will:

Be responsible for the financial reporting, analysis, planning and budgeting for college and departments within the context of the University's Budget Model.

Interface between the College and Faculty, central University offices, and stakeholders in government (federal/state), industrial and other institutions.

Independently resolve issues with College and department personnel in regards to University financial policies and procedures.

Make recommendations to the Dean and College Business Officer and assist in implementation of these recommendations.

A high level of independent judgment, initiative and problem-solving skills, and the ability to demonstrate a high degree of confidentiality and discretion are required. Excellent quantitative and data management skills are required. The Financial Analyst I sets work priorities based on the needs of the college and university and exercises independent judgment in making decisions concerning budgets and compliance to University policies.

MAJOR RESPONSIBILITIES:
  • Perform complex financial analyses, including financial and budgetary projections, analyses of actual activity, and cost feasibility studies to facilitate decision-making and planning.
  • Develop and prepare reports utilizing various reporting and analysis tools, including but not limited to PeopleSoft Query, Microsoft Access and Excel, and Cognos. Such reports are in support of the financial/budgetary preparation and monitoring process, including analysis of financial, student and HR activity in comparison to anticipated financial/budgetary outcome at both the department and college levels. Reports will also be used to maintain financial data integrity college-wide.
  • Prepare graduate tuition revenue/waiver projections and undergraduate and graduate enrollment trends including analysis and compilation of information of revenue and enrollment activity in addition to monthly, quarterly and annual reports.
  • Provide direction to department personnel in completion of budget projections as needed for Dean's Office and department Chairs.
  • Assist the College Business Officer in the reporting and monitoring of the College and departmental multi-year projection report and developing long-range financial models for forecasting.
  • In collaboration with the College Business Officer, prepare materials to summarize and justify program financial/budgetary requests, including data gathering/reporting and trend analyses in connection with financial/budgetary formulation and administration.
  • Provide special research and analysis on items of interest to the College Business Officer and/or officials within assigned departments.
  • Respond to audit requests from the VP for Finance, the Budget Office, General Accounting, and other central offices.
  • Perform audit of Procard and procurement activity in the college to ensure compliance with all University policy.
  • Undertakes special projects to include special analysis and information reports, recommendations for change and/or improvements, controls and adherence to budgets.
  • Analyze, design, document, and implement various integrated systems, applications, and procedures for periodic and ad hoc financial and student data reporting, utilizing complex electronic information from systems and databases. Compile and analyze financial information and develops integrated revenue/expense analyses, projections, reports, and presentations.
  • Document and articulate data discrepancies or unreasonable results to ensure correct reporting and interpretation of data.
  • Process journal vouchers, budget revisions, and reconcile code activity.
  • Perform miscellaneous job-related duties as required for unit effectiveness.

QUALIFICATIONS:
  • Bachelor's degree with four years related experience, or equivalent combination of education and experience. Degree in business administration, management, accounting, or other related field preferred.
  • Effective analytical and technical skills, including the use of financial management systems, relational databases, spreadsheets and word-processing software programs.
  • Ability to interpret, adapt and apply guideline and procedures.
  • Ability to gather and analyze statistical data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts and projections.
  • Experience with computerized accounting systems, spreadsheet and database programs. Experience with PeopleSoft Query/Financials, and Cognos Report Studio preferred.
  • Ability to handle multiple tasks simultaneously.
  • Ability to effectively communicate technical concepts, both verbally and written.
  • Ability to make independent decisions, judgments and interact well with people of all ages and diverse backgrounds.

  • Ability to work effectively with a wide range of constituencies in a diverse community.
