Financial Analyst I, Human Development and Family Sciences

CONTEXT OF THE JOB:

New Directions Early Head Start (NDEHS) is a federally funded program within the Department of Human Development and Family Sciences within the Delaware Institute for Excellence in Early Childhood. This program provides pregnant women, infants, toddlers and their families with quality care and family supports programs to enable the families to provide the best for themselves and their very young children (ages 0 to 3 years old), through community collaborations and partnerships.

Under the general direction of the Project Leader, Principal Investigator and Director, the Financial Analyst I is responsible for the budget and account administration for NDEHS contracts and grants totaling approximately $3.5 million per year. The Financial Analyst I will ensure all budget administration for the projects adheres to Federal and State regulations. This position works with Federal, State and community agencies, and the NDEHS Policy Council and Board in the administration and coordination of the budget and expenses. The position also requires coordination with local non-profit agencies (subcontractors) including monitoring their fiscal procedures, expenditures, invoices and ensures compliance with Federal fiscal policies. The Financial Analyst I assists with the creation of budgets and grant applications for Federal, State and foundation proposals. The position is funded by the Department of Health and Human Services (DHHS) through Administration of Children and Families Division (ACF) and is contingent on the continuance of DHHS/ACF funding.

MAJOR RESPONSIBILITIES:
  • Administer budget for NDEHS, managing multiple funding accounts from federal, state and private sources. Educate staff on the fiscal guidelines of each grant. Monitor and disburse funds for NDEHS project accounts ensuring compliance with Federal, College, University and Sponsor policies and procedures.
  • Prepare financial and management reports for university professional, NDEHS consortium partners, and NDEHS Policy Council. Assist the Research Office with the preparation of federal and state reports.
  • Track all NDEHS project expenditures and accounts including reconciliation of these accounts. Analyze spending trends of the NDEHS expenditures and sub-contracting agencies expenditures and report these to the Director and Principal Investigator.
  • Monitor and coordinate with NDEHS subcontracting agencies, and program for compliance with the federal and state regulations and university and NDEHS policies. Provide technical assistance to these agencies in the areas of budget development, federal regulations, and financial compliance. Meet with these agencies at least quarterly to perform financial compliance reviews.
  • Assist with the development the annual budget and budget justification, including providing technical assistance to the sub-contracting agencies and incorporating their budgets into the grant application. Prepare budgets for new projects as directed by the Project Leader and Principle Investigator.
  • Review and develop financial policies and procedures for the NDEHS program. Draft new procedures and policies for monitoring sub-contracting agencies and FCCP for financial compliance as new issues develop and regulations change. Interpret policies in conjunction with OVPR regarding oversight of sub-contracting agencies.
  • Perform Pre and Post award responsibilities including non-federal share, closeout and various internal and external audits.
  • Initiate and manage Contractual agreements for consulting services.
  • Review process and track personnel effort reporting including cost share.
  • Oversee the preparation and processing of journal vouchers and the administration of NDEHS Purchasing cards including the allocation of expenses and processing as appropriate.
  • Process multiple Webforms, such as BER's, vendor payments to individuals, non- student billings purchase orders, cash transmittals and payroll.
  • Comply with the record retention process for financial data.
  • Train staff and students in NDEHS policies and procedures and compliance with federal regulations relating to financial management.
  • Perform miscellaneous job-related duties as assigned.


QUALIFICATIONS:
  • Bachelor's degree in Accounting, Business Administration, fiscal management or a related field with three years related experience in federal and state grants management or sponsored funds management, preferably in a university setting.
  • Ability to communicate effectively with individuals from diverse backgrounds and professionals within the university and outside agencies is required.
  • Effective written and oral communication skills.
  • Individual must be self-directed, able to handle multiple priorities, and be a team player.
  • Intermediate computing skills that include knowledge, and experience with Microsoft Office (Excel, Word, Powerpoint and Access).
  • Familiarity with departmental accounting systems and/or the PeopleSoft within the University as well as policy and procedures is a plus.


SPECIAL REQUIREMENTS:
  • Valid driver's license and requires some local travel and attend some evening meetings.
  • Must pass criminal background check including fingerprint check, child abuse registry, adult abuse registry and sex offender registry, as well as health physical and TB test.
